Announcement Description

The Royal Government of Cambodia “Borrower” has received financing from the World Bank toward the cost of the Water Supply and Sanitation Improvement Project “WaSSIP”, and intends to apply part of the proceeds toward payments under the contract for Construction of Secondary and Tertiary Sewage Networks of 21.86km in the West and East Trunk Sewer Zones in Siem Reap City.

The Ministry of Public Works and Transport “Client” now invites sealed bids from eligible bidders for Construction of Secondary and Tertiary Sewage Networks of 21.86km in the West and East Trunk Sewer Zones in Siem Reap City. The construction period is 18 (eighteen) months.

This procurement of works will be conducted through the International Competitive Bidding procedures as specified in accordance with the policies of the World Bank’s “Procurement Regulations for IPF Borrowers: Procurement investment Project Financing - Goods, Works, Non-Consulting and Consulting Service” dated July 1, 2016 (revised November 2017 and August 2018), and is open to all eligible bidders as defined in the Procurement Guidelines.

Submission Requirements

Interested eligible bidders may obtain further information from the Ministry of Public Works and Transport via Mr. Lun Heng email, and inspect the bidding documents at the address mentioned in Paragraph 9 below from 3 September 2021 to 1 November 2021 during office hours from 08:00 - 12:00 hours and 14:00 - 17:00 hours (Cambodian Standard Time), Monday through Friday, except public holidays.

A complete set of Bidding Documents can be electronically obtained by interested eligible bidders for free of charge on the submission of a written application sent to the email address below (as specified in Paragraph 9). However, conditions for the submission of bids must be in hard copy, and with a soft copy stored in a flash disk as elaborated in the Instructions to Bidders section of the Bidding Documents.

In case of any difficulty in obtaining the bidding documents, interested eligible bidders may contact at the address given in Paragraph 9 of the Invitation for Bids.

Bids must be delivered (in hard copy) to the address specified in Paragraph 9 below on or before 3:30pm on 2 November 2021.

Electronic bidding is not permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address specified in Paragraph 9 below on 2 November 2021 at 3:30pm. The virtual public bid opening will be arranged.  

All bids must be accompanied by a Bid-Securing Declaration, as described in the Instructions to Bidders.
