Project Description
The seed funding program aims to provide financial support for new business development opportunities by sharing risks in new startups or new ventures through support to start up, upscale, commercialize businesses that innovate and invest in the marine or related marine fisheries value chains.
The seed funding will support 3 main areas. (i) Support for new starting-up businesses, (ii) Scale-up of newly formed or commercialized businesses targeted by the entrepreneur outreach and/or incubation programs, and (iii) Modernization of marine sector post-harvest enterprises for food safety including upgrades and modernization of fishing vessels.

Bidding Components
Step 1 : Interested implementers/partners to share their interest in the project via email with email subject: [Agency’s Name “Expression of Interest in Seed Funding to Support Commercialisation, Modernization and Scale-up”]
Step 2: KE to invite implementers/partners for a detailed project briefing after the announcement closing date
Step 3 : Implementers/partners to submit a proposal and budget plan within two weeks after the project briefing
Step 4 : KE to evaluate the proposal, budget, and activity plan
Step 5 : Awarding Implementers/partners to be informed after the evaluation
Submission Requirements
Required Documents
Interested Implementers/partners to submit sealed proposals and other required documents for the Seed Funding to Support Commercialisation, Modernization and Scale-up. The required documents include:
Company Profile
Company Registration (e.g., Patent & VAT Certificates or other licenses with relevant authorities)
Concept notes or proposals include a brief activities plan and team member profiles
The detailed budget plan of program arrangements and timelines
Samples of previous projects
The expected result of the program
Submission Requirements
Interested Implementers/partners who are competent in conducting similar programs can express their interest in the project bidding by completing the form at the link provided here no later than 12 September 2026, 5:00 PM.
