The “Khmer Enterprise Package++” program aims to provide additional financial support for technical upgrades to startups and SMEs' business operations to improve competitiveness and achieve scalability. As part of this initiative, the program covers specialized product testing services.
The main objective of this bidding is to select a qualified and accredited service provider to deliver comprehensive product testing and analysis: provide facilitation, including document administration, sample collection & transportation, result report, and lab test certification in compliance with national and international testing standards to support product quality assurance and safety.

Bidding Components
Step 1: Interested agencies/implementers/partners are to share their interest in the project by filling in the Google form (attached link below) no longer than 2 weeks from the date of the announcement.
Step 2: KE is to invite agencies/implementers/partners for a detailed project briefing after the closing date.
Step 3: Agencies/implementers/partners are to submit a proposal and budget plan within 14 days after the project briefing.
Step 4: KE committee to review the submitted proposal and quotation.
Step 5: Agencies/implementers/partners awarding be formally informed after the evaluation from the committee team.

Company profile (Business and tax registration certificates)
Technical Proposal and Testing Methodology Plan
Experience and references in similar services
Financial proposal with a detailed cost breakdown by component
