Scope of Work

This section defines exactly what the contractor is responsible for. It typically includes:

  • Design stage: Review the construction (engineering and architectural) and landscape designs to meet the environment context and landscape of the site.
  • Construction permit: The constructor must take responsibility on behalf of the project owner to prepare, submit and obtain building construction permit/license on the land before the construction start.
  • Site Preparation: Positioning, clearing, leveling, and excavation.
  • Civil & Structural Works: Foundation, framing, roofing, and masonry.
  • Mechanical, Electrical, and Plumbing (MEP): Wiring, HVAC, water supply, and sewage.
  • Finishing: Painting, flooring, tiling, and landscaping.
  • Handover: Final cleaning, removal of debris, and commissioning of the building.

Technical Specifications and Standards

The Contractor must adhere to the following quality benchmarks:

  • Materials: All materials must meet National Standards of Cambodia.
  • Workmanship: High-quality finish as per the approved engineering and architectural drawings.
  • Compliance: Full compliance with the National Building Code and local zoning laws.
  • Climate Resilience: The building must be "climate-proofed" against strong windstorms, high humidity, and extreme heatwaves.
  • Sustainability: Features must include natural ventilation, heat reduction (cool roofing/insulation), and energy-efficient components to minimize environmental impact.

Eligibility

  • The Contractor must provide a team with the following minimum expertise:
  • Project Manager: Minimum of 10 years of experience in similar construction projects.
  • Site Engineer: Licensed professional with a valid practicing certificate.
  • Health & Safety Officer: Certified to manage site risks.
  • Insurance: The Contractor must present a valid Contractors' All Risks (CAR) Insurance policy and Workers’ Compensation insurance before mobilization.

Submission Requirements

Bid submission requirements

Interested bidders must submit the following:

  • Company Profile: Background, portfolio of similar projects, and equipment list.
  • Personnel: CVs and professional certificates for the Project Manager, Engineer, and Architect.
  • Legal Documents: Formal and legal registration with Cambodia relevant authorities.
  • Technical Proposal: Construction plan and brief methodology defining milestones and timelines.
  • Building of Quantity (BOQ): Based on the provided documents of the building design, the bidder must submit a detail BOQ providing information on details specifications, quantities, brand information, and so on.
  • Financial Proposal: Detailed breakdown quotation following the information in the BoQ above, inclusive of all relevant taxes. Bidders shall take note that the submitted bid price should not be the final proposed price, but it is subject to change based on the final agreement on the design and agreed specifications of the materials.

Bid submission rules

  • Location: Bids must be submitted to the LLC Office.
  • Format: Bids must be appropriately sealed and hand-delivered.
  • Deadline: No later than 07 April 2026, at 4:50 PM.
  • Inquiries: Interested bidder shall drop an email to request relevant documents to support the bid preparation. All questions regarding this bid must be directed via email to email provided in the contact details no later than 25 March 2026.
