Announcement Description

Project Background

Since 2015, Good Neighbors Cambodia (GNC) has been implementing a community development project in Snuol District, Kratie Province. The project focuses on improving children’s education, health, WASH, and family income generation to ensure sustainable livelihoods. Currently, GNC has supported 25 schools (pre-primary, primary, and secondary), 3 health centers, and 1 referral hospital across 3 communes and 18 villages. These interventions benefit approximately 30,184 children and 49,240 adults, including 15,004 women.

Project Purpose

Good Neighbors Cambodia places strong emphasis on improving community health, particularly the wellbeing of registered children (RC) in the sponsorship program. The organization works to ensure that RC and their families can access affordable and quality health services within their community. The Snuol Referral Hospital, the main public hospital in the area, is a critical facility where RC and their families seek care when they are ill.

However, direct observation has revealed that the hospital lacks sufficient space for patients, especially outpatients who often have no designated area to wait for services. With the number of patients increasing daily, this shortage of space has forced some families to turn to private health services, which are costly and worsen their living conditions.

Following discussions with the hospital committee, Good Neighbors Cambodia (GNC) identified the construction of a new hospital building as a top priority. Together, GNC and the hospital agreed to proceed with the project, which will significantly improve healthcare services for children and community members in Snuol district.

Summary

Scope of Work

Tasks Included

The general task of the project is for the employee to construct a new hospital building including:

  • Construct one building consisting of three rooms, with a total length of 27 meters and width of 11 meters.
  • The building will have a zinc roof and concrete walls with air bricks, with a wall height of 4 meters with 4 rooms.
  • The floor will be finished with tiles.
  • Three rooms will each measure 7 meters in length and 4 meters in width, with a height of 4 meters.
  • One room will measure 7 meters in length and 3.5 meters in width, a height of 4 meters. Each room has windows (1.6m & 2 m), a total of 4 windows. There are 4 doors (Height 2.4 m, width 1.8 m).
  • All other specifications will follow the provided Bill of Quantity (BoQ) and design drawings.
  • Develop detailed design drawings for the three-room classroom.
  • Prepare a comprehensive work plan (Gantt Chart) for the construction project and submit it to the employer prior to project initiation.
  • Provide weekly progress reports to Good Neighbors Cambodia (GNC).

Tasks Excluded

Other project related tasks that are not the responsibility of the employee including:

  • Ensuring sufficient voltage level (32 ampere) and electricity cable access to construction site
  • Installation of furniture, computers, and other interior designs

[Step 2]: After all necessary documents have been received, GNC will provide the applicants with the Design and BOQ of the building.

Bid Documentation

Candidates must express an initial interest in the call for tender via email (to the contact listed in 5.2 Bid Inquires below). After initial interest have been expressed by the candidate, the employer will share building drawing and templates for Envelope A needed to formally enter the bidding process and submit the required documents.

1. Bid Submission

Sealed Envelope A with signature shall include original documents of:

  • Priced BoQ
  • Material Specification
  • Summary of Price Proposal

Sealed Envelope B with signature shall include original documents of all documents in the table of Step 1 above.

Sealed Envelope C with signature shall contains;

  • Sealed Envelope A
  • Sealed Envelope B

Softcopies of documents in Envelope A and Envelope B should be submitted through GNC contact email as well.

Note:

The hard copy of bidding documents, including quotation (BoQ) with price, time deliver, and other relevant documents must be submitted to Good Neighbors Cambodia no later than 13rd March 2026, at 5:00pm. The organization does not accept late bids.
