The implementer will achieve four main goals:

• To standardize the processing operations and business processes of small and medium aquatic-product processors against basic national requirements, including business registration, processing license, hygiene practice, product specification, packaging, and labelling.
• To replicate proven operating models from successful processors so that participants adopt practices already working within their own sector.
• To connect participating processors with buyers in modern retail, hospitality, institutional, and wet markets.
• To identify the remaining funding gaps of participating processors and recommend qualified candidates for grant support.

Target Beneficiaries

• Micro, small, and medium enterprises processing fish and other aquatic products (fermented fish paste, fish sauce, dried and smoked fish, fish crackers, and other value-added aquatic products).
• Processors located in targeted provinces.

Beneficiary Selection

• Applicants must have been processing aquatic products commercially for at least twelve months and be operating in one of the target provinces.
• Applicants must demonstrate the willingness and legal ability to register the business and obtain a processing license during the program.
• Applicants must demonstrate a strong commitment to full program engagement, including attendance at all training and hosting of coaching visits.

Bidding Components

• Step 1 : Interested implementers/partners to share their interest in the project via email with email subject: [Agency’s Name “Expression of Interest in Aqua-Processing Enterprise Cluster Program”]
• Step 2: KE to invite implementers/partners for a detailed project briefing after the announcement closing date
• Step 3 : Implementers/partners to submit a proposal and budget plan within two weeks after the project briefing
• Step 4 : KE to evaluate the proposal, budget, and activity plan
• Step 5 : Awarding Implementers/partners to be informed after the evaluation
