Period of Assignment: April 2024 to March 2025
Duration: 12 months, with possible extension
Employment type: full – time consultant (average 21 working days per month)
Contractual arrangement: “eligible for Cambodian residents/citizens only”
Position Summary
The Investment Promotion Specialist will work with the CAPRED team to support the establishment of the Agri-food Industrial Park (AIP) in Cambodia. This role includes working closely with the stakeholders of AIP to encourage participation in the AIP initiative. Stakeholders include: Royal Government of Cambodia (RGC) institutions, international and local investors, regional and global banks and financial institutions.
This is equivalent to a full-time position with a day rate payable monthly in arrears being commensurate with qualifications and experience.
- Leadership
- Proactively work with team to identify creative solutions to ensure the successful implementation of the AIP
- Ensures that AIP activities are coordinated with private sector and government; are delivered on schedule and to the required standard.
- Technical
- Working closely with members of the CAPRED trade, investment, and agri-food innovation team, to develop programs to support the RGC in areas including (but not limited to):
- Faciliate with the AIP secretariate and committee such as Ministry of Economy and Finance (MEF), Supreme National Economic Council (SNEC), Council of the Development of Cambodia (CDC), and the Ministry of commerce (MOC) to set up the legal system and enabling environment to attract Proposals of the first AIP.
- Support the AIP secretariate and committee to implement the AIP workplan.
- Provide input and work with CAPRED team to promote trade and investment into Cambodia.
- Working closely with members of the CAPRED trade and investment team, to develop programs to support the Cambodian private sector to enhance the competitiveness of Cambodia’s agricultural exports, in areas including (but not limited to):
- Facilitation with a consulting firm and other experts to identify potential venture capital, private equity, and greenfield investors in the region for participation in the AIP.
- Organise networking events to encourage local and international investment in the AIP.
- Faciliation with marketing firm/s and CAPRED communication team to develop marketing materials, organise outreach campaigns to attract potential local and international developers and tenants.
- Identify key private operators and relevant stakeholders in the region as guest speakers for events and knowledge-sharing sessions to AIP stakeholders in Cambodia.
- Provide inputs to develop plan to attract quality investors to AIP and Cambodia; and this may include development of pipeline of potential investors and tenants for AIP.
- Compliance
- Ensure stakeholders will operate within Cowater and DFAT-related codes of conduct and policies including all inclusion-related policies such as Child Protection and PSEAH; antifraud and corruption; value for money and other policies.
- Commitment to championing environmental sustainability and climate action across the Facility.
- Stakeholder relationship
- Works closely with national counterparts to build cooperative relationships and establish CAPRED as an effective partner.
- A master’s degree in international Trade and investment, Entrepreneurship and innovation, international business and logistics, Agricultural Economics, Public Policy, Business Administration, or a related field.
- At least five years of professional experience in areas related to private investment, investment promotion preferably in the agri-food sector and other associated sectors in logistics and renewable energy.
- Demonstrated experience working with industrial parks and special economic zone is highly desirable.
- Demonstrated extensive professional networks in local and foreign investment within the agri-food processing sectors is a plus.
- Demonstrated high-level stakeholder management skills, including experience working with private sector and RGC partners (preferably MOC, MEF, CDC and/or MAFF).
- Demonstrated knowledge and experiences on implementation of Gender Equality Disability and Social Inclusion (GEDSI) principles into programming.
- Demonstrated experience in partner coordination, event organisation, and project management/monitoring.
- Excellent verbal and written Khmer and English language communication skills is essential.
- Demonstrated ability to work constructively as part of a cohesive team.
