International Protocol Trade Negotiation Specialist
Location, Schedule, and Duration
- The assignment will be based in the ASPIRE-AT/GDA office of the Ministry of Agriculture, Forestry and Fisheries.
- The length of the assignment is 11 person months (intermittent), indicative scheduled for the period of 3 years, anticipated to commence with the successful candidate in late quarter 4 of 2025. The actual monthly input for the assignment will be determined and agreed upon with the successful consultant.
- The International Protocol Trade Negotiation Specialist will support the ASPIRE-AT through undertaking activities to assist in implementing and monitoring the above-mentioned instruments. Tasks will include:
- Lead in the technical provision of support technical to enhance knowledge and strengthen capacities for designing, negotiating, implementing trade protocol.
- Provide comprehensive Analysis of Free Trade Agreement of Cambodia trading partners
- Conduct a thorough market analysis to explore potential market opportunities of Cambodia agriculture products
- Support GDA in developing and compiling the technical information for Pest Risk Analysis (PRA) for market access proposal development for export fresh fruit from Cambodia to International Market up to seven (07) major commodities.
- Support GDA to assess the effectiveness of regional and country-level quality control mechanisms for agricultural inputs and outputs.
- Work with GDA to develop an action plan for improving quality control mechanism to promote regional and intra-continental trade for agricultural outputs/products in relation to cross-border trade.
- Support GDA to generate a policy brief that promote for trade policy improvement to enhance cross-border trade of Cambodia agriculture priority products.
- Perform other tasks as assigned by the Programme Director and Support Manager.
- Deliverable Outputs
- Market analysis on potential market opportunities of Cambodia agriculture products conducted and report completed.
- Building capacity and assist PPSPSD team in developing the sevens (07) among pineapple, jackfruit, lotus seed, avocado, watermelon, vegetable, etc. technical information for Pest Risk Analysis (PRA) for market access proposal development for export fresh fruit from Cambodia to International Market.
- Comprehensive action plan and capacity building for improving quality control mechanism to promote regional and intra-continental trade for protocol negotiation.
- Conduct up to five (05) training courses for PPSPSD team in related to Phytosanitary Protocol Negotiation.
- The Consultant should have at least the following qualifications and expertise:
- An advanced university degree in Plant Protection, Plant Quarantine, Agricultural Economics, Agricultural Policy, International Trade, or relevant academic qualifications.
- At least eight (8) years post-qualification experience in Phytosanitary Protocol Trade Negotiation, Plant Protection and Quarantine Strategic Plan Development and agricultural sector trade policy development,
- Agricultural Trade Analysis with experience on the ASEAN region.
- Trade economist with experience in Free Trade Agreement
- Familiarity with International Standards for Phytosanitary Measures (ISPMss), International Plant Protection Convention (IPPC), WTO-compatible norms.
- Knowledge of multilateral rules for trade protocol (e.g., trade in goods, trade in services, rules of origin, government procurement).
- Understanding of sensitive issues in trade negotiations relevant to protocol trade agreement
