General Department of Immigration (GDI) has been established on 1 April, 2014 through Sub-Decree #157 of the Royal Government of Cambodia in order to perform executive roles for Ministry of Interior in immigration affairs as core but not limited to, the followings:

  • International and land border crossing management
  • Visa issuance for foreigners at international and land border checkpoints
  • Extension of stay of foreigners
  • Residential management of non-immigrants, immigrants, investors immigrants, asylum seekers and refugees
  • Preventing, investigating, and combatting immigration offenses, trans-boundary crimes and other crimes effecting national security and social safety caused by foreigners and associated people.

GDI Vision is an immigration law enforcement agency that carried with best practice principles, innovation, integrity, professionalism, rules of law, human rights in order to protect Cambodian territory integrity, national sovereignty, security, public orders, social safety and national development in accordance with national policy of the Royal Government.

GDI Mission is to ensure an effectiveness of foreigner management who enter, exit and stay in in the Kingdom of Cambodia in accordance with law on immigration, national legislations, and other relevant international treaty.

GDI has received a grant from Lancang-Mekong Cooperation Special Fund to carry out a 12- month project namely “Strengthening Immigration and Border Management in Cambodia (SIBOM)” starting from October 2024 onwards.

The objective of the SIBOM project is to contribute to enhancing GDI’s border management capacity through established governance systems, improved border operations and control, community awareness-raising and enhanced bilateral cooperation.

Position Summary

Reporting to:

Working closely with M&E Team with support of Project Coordinator

Period: 16 December, 2024 to 28 February 2025 (intermittent)

Project: Strengthening Immigration and Border Management in Cambodia (SIBOM)

Organization: General Department of Immigration, Ministry of Interior, the Kingdom of Cambodia

Objectives of Study

The study has two objectives:

  1. to collect and document best practices and key national policy options on immigration being implemented in other countries where are most suitable to Cambodia’s geo economy context.
  2. To prepare detailed Term of Reference for next assignment in order to formulate an effective 10-year Cambodia National Policy on Immigration (2025-2035).

Scope of Consultancy

The consultants are expected to professionally take the lead to deliver the following milestones:

Milestone 1: Inception of the analytical assessment report is produced including tools and workplan;

Milestone 2: Desk Study report on best practice and key national policy options on immigration being implemented in other countries where are most suitable to Cambodian geo economy context is prepared;

Milestone 3: Detailed Term of Reference for formulation of the 10-year Cambodia National Policy on Immigration (2025-2035) is prepared.

Report Coverage Format

A detailed Term of Reference report should be provided in English with Khmer translation and should include but not limited to, the following:

  • Introduction
  • Area of Focus (summary of key findings)
  • Objectives
  • Methodology
  • Composition of national policy formulation team and skills qualifications
  • Tasks to be required and proposed timetable
  • Budget required
  • Cambodia National Policy on Immigration coverage format
  • List of documents to be consulted

Requirements:
  • The successful consultant (s) should have a combination of skills and backgrounds that include significant professional experience in designing, implementing and managing research.
  • University Degrees in International Development, Social Sciences or related field or an equivalent level of work experience
  • Substantive knowledge on migration in national and regional contexts
  • Experience in applying participatory research methods with a wide range of approaches
  • Research experience of at least 5 years using mixed-methods research skills and having flexibility in using non-traditional and innovative research methods
  • Experience in collecting and analysing quantitative and qualitative data
  • A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the research is understood and used.
  • Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts
  • Fluent in written and spoken Khmer and English.

  • The proposal detailing proposed research methodology, timeline and a proposed budget. Consultant fees should include DSA, accommodation and food while working in Phnom Penh. The project will cover travel expenses for fieldwork in the provinces where necessary including transportation, accommodation and food. The international consultant is responsible for his/her own travel expenses from home country to Phnom Penh.
  • One sample of previous research study report you have done that are relevant to this consultancy.
