The project “Establishing an Evidence-Based National Adaptation Plan (NAP) process at National and Subnational Scales in Cambodia Phase I (NAP) is a 1.5-year project funded by the Green Climate Fund (GCF) to be implemented by the General Directorate of Policy and Strategy, Ministry of Environment. The project’s main objective is “to strengthen institutional and scientific capacity in Cambodia to formulate and implement national, sectoral, and subnational climate change adaptation strategies and actions”.

Position Summary

Scope of Work

International consultants will conduct a peer review of the National Climate Report (NCR) to ensure its scientific accuracy, coherence, and alignment with international climate standards requirement. Working closely by national consultants for reviewing and compiling the NCR of Technical Advisor/ National Peer Review of RUPP, RUA, ITC, and Prek Leap NIA coordinating lead author and work under the management and guidance of the National Project Director and National Project Manager and National Technical Advisor to facilitate and oversee for review and compiling process till the final NCR report submission of Compilation of the Assigned Part 1 and Part 2 and Chapters of the Cambodia National Climate Report (NCR).

Expectations - Duties, Responsibilities
  • Advice on the compilation progress will be monitored through periodic reports, update meetings, and by the Chapter Lead Author and Project Management Unit (PMU).
  • Develop a detailed work plan and methodology for the peer review process.
  • Collaborate with national consultants for reviewing and compilation of National Climate Report (NCR) for Part1 and Part2, as well as host universities, national institutions, and local peer reviewers to review the existing chapters of the NCR.
  • Review and provide technical inputs for each NCR chapter submitted by National Consultants and the university joining research teams.
  • Oversee the review of data collection processes and data management for both soft and hard data.
  • Provide feedback to ensure clarity, coherence, and scientific rigor in all sections of the NCR.
  • Ensure that the suggested revisions are addressed by the national consultants and university teams, and final NCR submission to meet the need standards and project objectives.
  • Facilitate collaboration between national consultants of part1 and part2 and authors, and key stakeholders.
  • Coordinate with the National Technical Advisor, National Project Manager, National Project Director, and project teams on reviewing and finalizing NCR chapters.
  • Participate in project meetings, workshops and training sessions to gather insights and incorporate feedback.
  • Provide advice and technical support for university writing teams on literature review, data collection, analysis, and presentation.
  • Revise and compile NCR chapters of both parts with national consultants based on stakeholder input, workshops, and internal peer reviews.
  • Address identified gaps in the report to align with international scientific standards.
  • Ensure a high-quality synthesis of all NCR chapters in collaboration with research institutions.
  • Ensure cross check the timely submission of the final NCR, incorporating all revisions and feedback.
Requirements - Skills, Qualifications, Experience
  • Education:
  • The International Consultant (foreigner, native language) must have advanced degree (PhD or Master) in climate change sciences, environmental sciences, economics science, national resource management, research and development, planning and statistics, or a related field.
  • Experience and skills:
  • At least five years of experience in publication reports, articles climate sciences, writing chapters of the National Climate Report for any country and relevant the reports.
  • A minimum of five years of practical professional experiences in reviewing the peer review of the National Climate Report from other countries or in Cambodia is very advantage.
  • Experience supporting institutions and conducting research and development in climate change, environment, and experience in sciences based on international climate and downscale into national level.
  • Proven experiences for writing the book related to the National Climate Report and conducted the peer review in any countries, particularly on the climate sciences, impact of CC, vulnerability assessment and risks of climate change.
  • Experience and encourage working with NCSD/MoE on climate change projects is an advantage and have the abilities to write the reports on National Climate Reports.
  • Strong experience in data evaluation, processing techniques, technical review, and assessing climate impact on economics.
  • Strong understanding of the national climate change policy framework.
  • Experience working in Southeast Asia, preferably Cambodia.
  • Proven expertise in peer review processes for scientific reports or publications.
  • Strong analytical skills and attention to detail.
  • English professional verbal and writing skills.
  • Language Requirements:
  • Excellent verbal and written communication skills in English (native language)
