The national consultant/expert on Information on Financial, Technology Development and Transfer and Capacity-Building Support Need and Received under Article 9-11 of Paris Agreement will work closely with the project team, including the National Project Coordinator and the Administrative and Financial Assistant, under the direct guidance of the National Project Manager. The National Consultants/experts will undertake the following roles and responsibilities:
- Technology transfer mechanism that aligned with Cambodia’s priority sectors;
- National circumstances, institutional arrangements and country-driven strategies;
- Underlying assumptions, definitions and methodologies;
- Information on financial support needed and received, in a common tabular format, by developing country Parties under Article 9 of the Paris Agreement;
- Information on technology development and transfer support needed and received, in a common tabular format, by developing country Parties under Article 10 of the Paris Agreement;
- Information on capacity-building support needed and received, in a common tabular format, by developing country Parties under Article 11 of the Paris Agreement;
- Information on support needed and received, in a common tabular format, by developing country Parties for the implementation of Article 13 of the Paris Agreement and transparency-related activities, including for transparency-related capacity-building;
- Developing country Parties that provide and mobilize support should provide such information and, in doing so, are encouraged to observe paras. 118-129 of the MPGs;
- Specific flexibility provisions applied;
- Information on areas of improvement in relation to reporting;
- Report with other relevant information, including information on gender and climate change

- Phd as a minimum
- Master's Degree in Climate change, social sciences, development studies, natural resource management, environment, or related fields demonstrably relevant to the position. as a minimum
- Climate change-related work for 7 years as a minimum
- Have good knowledge in at least one of the following areas: Energy, Industrial Processes and Product Use, Agriculture and Livestock, Forestry and Other Land Uses, and Waste;
- Have good knowledge of the issue, the main challenges of climate change, and the various instruments of implementation of international policy on climate change;
- Have good knowledge of the calculations of emissions of different greenhouse gases according to the revised methodology of the IPCC /OECD;
- Have a good ability to summarize and use scientific and technical documentation;
- Mastery of the methodology of uncertainties in IGES, in particular, the Good Practices Recommended by the IPCC;
- Proven experience in providing technical support in strategic climate change planning, sustainable development, and green development;
- Proven experience in establishing and maintaining working relations with government officials in the relevant sectors and associated government institutions;
- Experience in working with the United Nations Framework Convention on Climate Change (UNFCCC) mechanisms (e.g., NC/NDC/LTS4CN/BUR, etc.) and knowledge of the 2006 IPCC Guidelines, climate change policy, and governance frameworks is required.
- Excellent command of English (both spoken and written)
- Strong analytical, facilitation, and planning skills.
- Excellent written and oral communication skills;
