Announcement Description

The Royal Government of Cambodia (RGC) has received a Loan of USD 36.3 million from the International Fund for Agricultural Development (IFAD) to finance the “Accelerating Inclusive Markets for Smallholders Project (AIMS)” Project, funded under IFAD Loan No. 20000001751, and fund contribution from the Royal Government of Cambodia (RGC). The Private Sector (including beneficiaries and private businesses) is co-financing the project with an estimated combined total project costs of USD 61.6 million. The Financing Agreement was signed on 28 February 2017 and became effective on the same date. The Project Completion Date is 31 March 2023 and the Financing Closing Date is 30 September 2023. The Project goal is to enhance prosperity of Cambodian smallholder farmers through increasingly profitable links to agri-businesses and markets, with intermediate objective to increase returns from farming for smallholders, including poorer farmers and youth, through efficient public sector investment.

The Project is currently being implemented with two components over a period of six (6) years:

Component 1: Value Chains Development (VCD). The objective of this component is to focus on brokering, facilitation, innovations development and capacity building support to inclusive growth initially of five higher value product value chains - covering food and non-food crops and livestock.
Component 2. Value Chain Financing. The objective of this component is to stimulate increased private investment into the priority VCs by farmers, MSMEs, agricultural cooperatives, agribusinesses, services providers and others, and by providing them better knowledge to take on their own investment decision.

The internal audit (Consultant) assignment is to review the financial and procurement operations and performance of the project to ensure that the Program’s systems and internal control are operating satisfactorily, funds are being used effectively and efficiently and for the purposes they have been provided and to provide AIMS/PMO management with timely information on the financial and procurement operations and performance to enable the management to take timely corrective actions, wherever necessary.

Department of International Cooperation (DICO) is the Project Management Office (PMO) to recruit Internal Audit Consultant (Individual Consultant) that will be stationed in the Department of International Corporation and is expected to work on 100 working days over 1 year as remittent.

Requirements

A degree and/or professional qualification with major in Accounting / Management / Finance or equivalent level of CA, CPA or other discipline.
Minimum three years’ professional experience working in auditing field;
Involved auditing experiences in projects funded by International Funding Agencies (World Bank, ADB, or IFAD fund3d project preferred);
Adequate exposure to procurement and disbursement procedures of RGC and the IFAD;
Possess a strong commitment to independently execute internal audits impartially and ethically;
Possess good communication skills;
Good judgment skills and commitment;
Good time-management and reporting skills;
Fluently spoken and written English and Khmer.
