The Cambodian Children’s Fund, Child Protection Unit, in partnership with the Cambodian National Police and supporting organizations, is committed to providing the highest level of service to child victims of abuse, assault, or major crimes, regardless of gender, cultural background, or impairment.

The CCF Child Protection Unit is a unique Organisation that officially commenced operations on the 10th of July 2013 under the authority of a Memorandum of Understanding (MOU) with the Cambodian Ministry of Interior. Since its inception, the CPU has expanded to include all 25 provinces across Cambodia. The CPU is recognized as a leader in the investigation of serious crimes committed against children, for the care and support provided to child victims and the forensics services utilized during investigations.

The CPU provides support, aftercare, investigative support, investigative resources, forensic resources and expertise, major crime coordination, training, and capacity building to detect, deter and disrupt offenses, and furthermore prosecute those that commit these horrific crimes against children.

Position Summary

Location: Kandal province, Prekho

Internet Crime Against Children, ICAC was formed in late 2019 under the authority of the Cambodian National Police. ICAC commenced an audit of stakeholders and capabilities to respond to internet crimes against children throughout 2022. This was supported by the CPU executives, the CNP, and in particular AHTJP and ACCD departments. Further support was provided by the CPU’s international policing advisors.

ICAC has been working with the Royal Government of Cambodia, the CNP, and governmental committees and NGOs. The CPU had already committed to supporting the Cambodian National Council for Children (CNCC) and in 2022, ICAC joined the CNCC’s Online Child Sexual Exploitation Technical Working Group (OCSE TWG).

The Intelligence Assessment Assistant plays a crucial role in the intelligence cycle by providing foundation support that enables more senior analysts to make informed decisions based on thorough assessments of information.

Report to: Intelligence and Assessment Coordinator

Manage: ICAC/Sensitive Information

The successful candidate will become part of an integrated team working together as ONE CPU.

Duties & Responsibilities:
  • Assist in gathering, review and organize intelligence data from open-source information
  • Monitor daily intelligence sources to stay on top of existing leads and generate new investigative inquiries
  • Assist in the verification and validation of information to ensure credibility and accuracy
  • Perform basic data analysis and assist with the preparation of initial intelligence assessments from open-source sites
  • Assist in interpreting raw intelligence data, identifying patterns, and helping to form preliminary analytical conclusions
  • Provide support in the development of reports, briefings, and presentations
  • Maintain proper documentation and records of intelligence reports and assessments for further reference
  • Ensure intelligence information is properly stored
  • Respond to inquiries and requests for intelligence information in a timely manner
  • Perform other tasks as assigned

Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in computer science, information technology, criminal justice, social sciences, education, or a related field or relevant workplace experience
Work History:
  • Experience in working on Internet crimes against children for 1 to 2 years is preferred
Skills & Knowledge:
General & Technical Skills
  • Experience in or understanding of digital forensic extraction and examination is a plus.
  • High level of professionalism and ethical standards in handling cases involving minors.
  • Strong organizational skills with attention to detail.
  • Proficient in Microsoft Offices.
  • Excellent written and verbal communication skills both in English and Khmer.
Soft Skills
  • Ability to prioritize tasks and manage time effectively.
  • Ability to work independently and as part of a team.
