Ministry of Health (MoH) through the Department of Communicable Disease Control (CCDC) is working to improving rabies prevention and control in Cambodia in close collaboration with the General Directorate of Animal Health and Production (GDAHP) of Ministry of Agriculture, Forestry and Fisheries (MAFF) with the support from the German Federal Ministry for Economic Cooperation and Development (BMZ) through the German Agency for International Cooperation (GIZ) with its Global Programme for Pandemic Prevention and Control, One Health (GPPPOH), which aims at strengthening the capacities of epidemic prevention and control at national, regional and global level through a One Health approach. As part of the Global Programme, the country package in Cambodia aims at strengthening the country's capacities for rabies prevention and control through a One Health approach.

Guided at its core by the principle of One Health, Integrated Bite Case Management (IBCM) provides an integrated surveillance system to identify and prevent rabies exposures in both humans and animals. Additionally, IBCM helps to establish the baseline for the burden of rabies disease and elimination progress evaluation. It also ensures, through follow up mechanisms, that patients bitten by a suspected rabid dog receive the lifesaving vaccine at an official health facility.

The CCDC/MoH is seeking a qualified candidate for the position of Integrated Bite Case Management (IBCM) Coordinator based in Battambang (BTB). This position will work under the direction of CCDC/MoH and the focal point of BTB Provincial Health Department (PHD).

Position Summary

This position will work under the direction of CCDC/MoH and the focal point of BTB Provincial Health Department (PHD).

Duties & Responsibilities:
  • Work closely with and provide technical support to the focal point of Provincial Health Department (PHD) of Battambong Province for coordinating and facilitating the planning and implementation of IBCM activities in BTB province
  • Support Post-Exposure Prophylaxis (PEP) Center of Institut Pasteur du Cambodge (IPC) in BTB for timely and accurate entry of paper-based data into a digital surveillance software and perform basis data analysis
  • Collaborate closely with BTB Provincial Office of Animal Health Production focal point and officers for coordinating the IBCM field investigations when necessary
  • Conduct phone call investigations for suspected rabies cases transferring information via phone and smartphone app, and basic data analysis
  • Initiate and monitor quarantine of owned dogs formerly involved in bite incidents by telephone follow-up
  • Support the PHD focal point for preparing field investigations report (if any) and IBCM activities progress report
  • Liaise with all key stakeholders working on rabies prevention and control to enhance rabies surveillance
  • Make daily report with challenges and recommendations

Requirements:
  • Degree related to public health or health sciences or another relevant field
  • Previous working experience in rabies related project is preferable
  • Previous experience in data analysis is an asset
  • Basic knowledge or understanding of Cambodian healthcare system
  • Good written and spoken English and Khmer mother tongue
  • Excellent interpersonal and communication skills including familiarity and competency with smartphone technology
  • Good organisational and time management skills with an ability to manage several tasks simultaneously
  • Computer literacy: Word, Excel, Power Point
