Background

Conservation International (CI) has worked in Cambodia since 2002. CI has multiple conservation projects in the Central Cardamom Mountains, Tonle Sap Great Lake, Prey Lang Wildlife Sanctuary, and the Veun Sai-Siem Pang National Park. CI works in partnership with the Ministry of Environment, Ministry of Agriculture, Forestry, and Fisheries, other international conservation and development organizations, local non-governmental organizations, and the private sector.

Project Overview

Conservation International (CI) requires competitive procurement of goods and services, CI Cambodia always conduct the competitive process for insurance service packages annually. Thus, this year, CI will explore insurance proposals 2027 from insurance companies to provide highest quality insurance and benefits to CI office, member and counterpart.

CI Cambodia is planning to purchase the insurance package as below categories in section 3 from 01 July 2026 and 30 June 2027.

Terms of Reference, Deliverables and Deliverables Schedule

The insurance companies will work closely with Conservation International’s appointed MGA team and will provide all insurance packages (Attachment 2). The insurance will be expected and will provide the following services:

  1. Insurance market access to provide comprehensive, tailored solutions for the following:
  2. Health and Surgical insurance (HNS) for CI 58 staff and 125 dependents
  3. Health and Surgical insurance (HNS) for 47 counterparts
  4. Personal Group Accident insurance (GPA) for 58 staff
  5. Personal Group Accident (GPA) for 47 guard and counterparts
  6. Group Term Life Insurance (GTLI) for 58 staff
  7. Private car insurance for 06 vehicles
  8. Motorcycle insurance for 37 motors
  9. Public Liability insurance for offices (05 sub and shared offices in provinces)
  10. Fire insurance for office equipment and furniture (CI main office and 05 sub and shared offices in provinces)
  11. Burglary insurance for office equipment and furniture (CI main office and 05 sub and shared offices in provinces)

The successful company will share a detailed benefit plan with insurance policy in collaboration with MGA on all kinds of insurance as above.

  • Flexibility in claim process in remote areas

Submission Requirements

Submission Details

  1. Deadline: Proposals must be received no later than 13 May 2026 at 5:00 Local time.
  2. Late submissions will not be accepted.
  3. Proposals must be submitted via email provided in the contact details.
  4. Validity of bid: 120 days from the submission deadline
  5. Clarifications. Questions may be submitted to Ms Huo Pharen via email by the specified date and time in the timeline below. MGA will respond in writing to submitted clarifications by the date specified in the timeline below. The subject of the email must contain the RFP number and title of the RFP. MGA, on behalf of CI, will respond in writing to submitted clarifications by the date specified in the timeline below. Responses to questions that may be of common interest to all bidders will be posted to the CI website and/or communicated via email.
  6. Amendments. At any time prior to the deadline for submission of proposals, CI may, for any reason, modify the RFP documents by amendment, which will be communicated via email.

Proposal Documents to Include

  1. Signed cover page on bidder’s letterhead with the bidder’s contact information.
  2. Signed Representation of Transparency, Integrity, Environmental and Social Responsibility (Attachment 1)
  3. Technical Proposal
  4. Corporate Capabilities, Experience, Past Performance, and three client references. Please include descriptions of similar client insurance portfolios (no confidential details required) and at least three client references with contact details.
  5. Qualifications Insurance company please attach required document how that proposed meets the minimum requirements listed in section 5 (Minimum Requirements).
  6. In the bidding paper should in detail how the bidder intends to carry out the requirements described in the Scope of Insurance Packages (Attachment 2).
  7. Financial Proposal. Offerors shall use the cost proposal template (Attachment 3).
