The Skills Development Fund (SDF) project has been piloted by the Ministry of Economy and Finance (MEF) since March 2018 to test a new and innovative financing mechanism to promote demand-driven and sustainable skills development with the ultimate objectives of diversifying and increasing value addition of Cambodia’s Economy as well as creating better and well-paid jobs for Cambodian citizens. As a result, the SDF has approved 223 training projects in priority sectors such as Manufacturing, Construction, ICT, Electronics, Automotive, and Tourism amount 39.9 million USD worth of training grants for 50,108 trainees (39% female) under the cost-sharing and joint-training model between industry and training providers (public, private and NGO). Training outcomes include 4% dropout, 88% employment, 85% employers’ satisfaction, the salary of graduate average of $246. This demand-driven model has strongly been welcomed by the market and development partners and has proven to be an effective and efficient model in transforming the training market into a demand-responsive and sustainable skills development.

With this success, the Royal Government of Cambodia has transformed this pilot project into a TRUST FUND under the name of Skills Development Fund (SDF) (Sub-Decree 97.RNK.BK dated May 18, 2023) with the Board of Directors comprised of the MEF, relevant line ministries and industry leaders. To date, the SDF has received funding from the Royal Government of Cambodia, and development partners such as the ADB and AFD. The mission of the SDF is to strengthen and expand the demand-driven training market to meet the needs of the economy and private sector as well as generate better and higher-value-added jobs for Cambodian citizens.

About the Role

We are looking for a motivated Industry Partnership Officer (Chinese Speaking) to support collaboration between industry and skills development programs. This role is ideal for young professionals who enjoy working with companies, business associations, training providers, and Special Economic Zones (SEZs).

You will support partnership coordination, assist in organizing meetings and workshops, engage with Chinese-speaking industry partners, and help monitor the progress of partnership activities. This role offers strong learning exposure to industry engagement, workforce development, and stakeholder coordination.

Duties & Responsibilities:
  • Support coordination of industry partnerships related to skills development programs.
  • Assist in building and maintaining relationships with private companies, business associations, training providers, and SEZs.
  • Support communication and follow-up with industry partners, including Chinese-speaking stakeholders.
  • Assist in preparation and coordination of partnership-based training proposals and activities.
  • Help organize meetings, workshops, consultations, and focus group discussions (FGDs).
  • Participate in field visits and short-term missions to SEZs and industrial areas.
  • Support activity tracking, basic reporting, and documentation.
  • Work closely with the CED team and support other tasks as assigned.
Expected Profile of Candidates
Languages:

  • Chinese - Simplified - Good
Qualifications:
  • Bachelor's Degree
Work History:
  • Fresh graduates or candidates with at least of experience in communication, partnerships, project coordination, or related fields are welcome for 1 to 2 years
Skills & Knowledge:
General & Technical Skills
  • Interest in industry engagement, skills development, or workforce programs.
  • Basic understanding of TVET or skills development is an advantage, but willingness to learn is essential.
  • Good command of Khmer, Chinese (spoken and written).
Soft Skills

Position Summary

Department : Research & Skills Intelligence Team under Strategy Division

Reports to : Strategy Manager

JOB DESCRIPTION: The Research & Skills Intelligence Analyst supports evidence-based decision-making by generating high-quality research, sectors-skills intelligence, and data-driven insights on skills development, career trends, and workforce transformation. The role combines policy research with quantitative analysis to inform strategic planning, program design, and scheme optimization. Beyond data reporting, the position contributes to strengthening institutional effectiveness by translating research and skills analytics into practical, policy-relevant insights. The Research & Skills Intelligence Analyst also supports team coordination and guides junior staff to ensure alignment with the division’s objectives and the overall goals of the SDF.

Duties & Responsibilities:
  • Conduct sector and labour market research to assess workforce trends, sector transformation pathways, and implications for skills demand and productivity upgrading.
  • Develop and maintain sector skills intelligence to inform SDF-supported priority sectors, financing windows, and strategic interventions.
  • Monitor global and regional developments in skills development, workforce transformation, and lifelong learning, and translate findings into actionable insights for SDF.
  • Collect, integrate, and manage datasets, including job postings, training data, employer surveys, and sector studies, ensuring alignment with SDF data systems.
  • Perform data processing, quantitative and statistical analysis to identify emerging skills, hard-to-fill roles, and workforce gaps.
  • Generate analytical outputs, including sector profiles, skills demand reports, policy briefs, and dashboards, to support evidence-informed planning and financing allocation.
  • Support forecasting and scenario analysis to inform medium- to long-term skills planning and financing strategies.
  • Strengthen the use of data for continuous learning, policy refinement, and system improvement.
  • Prepare and present research findings and insights for internal and external stakeholders, ensuring clarity, relevance, and policy alignment.
  • Translate technical analysis into practical recommendations to support decision-making by management and partners.
  • Mentor and guide junior staff on research methods, data analysis, and visualization tools.
  • Support team coordination and contribute to building internal capacity in analytics, data systems, and evidence use.
  • Perform other research, analytical, or data-related tasks as assigned by management.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
  • Chinese - Simplified is preferred
Qualifications:
  • Bachelor's Degree in Economics, Trade/Commerce, Digital Economy, Data Science or a related field
  • Master's Degree is preferred
Work History:
  • Relevant experience in research, data analytics, labour market analysis, or skills development for 3 to 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong analytical, research, and writing skills, with demonstrated experience in sector analysis, policy research, and report writing,
  • Working-level proficiency in data analytics tools, including Excel, Power BI, SQL, and at least one statistical software such as SPSS, Stata, or R (Tableau is a plus),
  • Good understanding of skills development systems, TVET, or policy-related work, and SDF-supported priority sectors is an advantage,
  • Proficiency in English and Khmer for both spoken and written communication (Chinese is a plus).
Soft Skills
  • Ability to manage multiple datasets and tasks, meet deadlines, and work with minimal supervision,
  • Strong teamwork, communication, and interpersonal skills, with experience supporting or mentoring junior team members,
