We are looking for a motivated Industry Partnership Officer (Chinese Speaking) to support collaboration between industry and skills development programs. This role is ideal for young professionals who enjoy working with companies, business associations, training providers, and Special Economic Zones (SEZs).
You will support partnership coordination, assist in organizing meetings and workshops, engage with Chinese-speaking industry partners, and help monitor the progress of partnership activities. This role offers strong learning exposure to industry engagement, workforce development, and stakeholder coordination.
- Support coordination of industry partnerships related to skills development programs.
- Assist in building and maintaining relationships with private companies, business associations, training providers, and SEZs.
- Support communication and follow-up with industry partners, including Chinese-speaking stakeholders.
- Assist in preparation and coordination of partnership-based training proposals and activities.
- Help organize meetings, workshops, consultations, and focus group discussions (FGDs).
- Participate in field visits and short-term missions to SEZs and industrial areas.
- Support activity tracking, basic reporting, and documentation.
- Work closely with the CED team and support other tasks as assigned.

- Communication, partnerships, project coordination, or related fields are welcome for 1 to 2 years

Junior Data Analyst (2 Positions)

The purpose of this position is to support a transparent, evidence-based, and decision-oriented appraisal process. The role will help ensure that proposals are assessed using reliable data, practical research, and clear analysis on training needs, training cost, value for money, implementation readiness, expected results, and alignment with SDF priorities.
The Junior Data Analyst will support the Appraisal Team by managing, checking, researching, and analyzing proposal-related data to ensure that training proposals are reviewed based on clear evidence, accurate information, and practical decision-making needs. The role will support data collection, desk research, training cost analysis, budget comparison, analytical summaries, and the use of digital tools, dashboards, and AI-assisted methods to improve appraisal quality, consistency, efficiency, and reporting.
- Data analysis and decision support
- Collect, clean, organize, and maintain proposal and appraisal data, including budgets, curricula, provider profiles, trainer information, trainee targets, expected outcomes, and supporting documents.
- Check the completeness, accuracy, and consistency of proposal documents, appraisal forms, scoring sheets, budget templates, tracking files, and supporting evidence.
- Assist in preparing proposal summaries, cost comparison tables, dashboards, charts, and short analytical notes for appraisal and management review.
- Support basic comparison of proposed training costs using the Cost Matrix, including cost per trainee, training duration, trainer cost, materials, equipment, venue, assessment, certification, administration, and other relevant cost items.
- Maintain appraisal records, databases, tracking sheets, and document folders in a clear, systematic, and confidential manner.
- Research, data collection, and evidence generation
- Conduct simple desk research and data collection on skills demand, labor market information, comparable training programs, training cost references, and relevant program priorities.
- Compile and summarize data from proposals, training providers, employers, SDF databases, previous projects, surveys, field information, and other available sources.
- Assist the Appraisal Team in checking whether proposed training needs, target groups, expected outcomes, and training design are supported by available evidence.
- Prepare short research notes, evidence summaries, comparison tables, and briefing inputs for appraisal meetings and decision-making.
- Coordinate with internal teams and applicants to follow up on missing, unclear, or inconsistent information required for appraisal.
- Support improvement of appraisal templates, data collection tools, research checklists, cost analysis formats, scoring sheets, and reporting templates.
- Use digital tools, dashboards, and AI-assisted tools responsibly under the guidance of the supervisor.

- Good knowledge of data collection, data cleaning, data management, basic research methods, data visualization, and preparation of analytical summaries.
- Ability to review and summarize training costs, budgets, cost per trainee, and value-for-money information is an advantage.
- Proficiency in Microsoft Excel is required; knowledge of Power BI, KoboToolbox, SurveyCTO, R, STATA, SQL, or other data tools is an advantage.
- Basic understanding of AI tools, database management, project management, financial analysis, labor market information, or skills development programs is an advantage.
- Good English and Khmer communication skills, both written and spoken, with ability to prepare clear summaries, tables, charts, short research notes, and analytical briefs.
- Strong analytical skills with attention to detail, accuracy, logic, confidentiality, and evidence-based judgment.
Junior Monitoring and Evaluation Officer (2 Positions)

The Junior M&E Officer will support the Monitoring and Evaluation Division, ensuring that the division achieves its intended output in a cost-effective and timely manner. The Junior M&E Officer will assist and work in close collaboration with the M&E team, Appraisal Team, Admin and Finance Division, and relevant stakeholders on monitoring and evaluation of the skills training projects.
- Support on data collection and management, analysis and reporting.
- Conduct field visits and spot checks on awarded skills training projects.
- Support on managing training contracts and tracking the training progress and key performance indicators (KPIs).
- Contribute to evaluation of training project activities, documenting lessons learned, and identifying areas for improvement.
- Support relevant teams to ensure timely fund disbursement for training projects.
- Support on document management, administrative tasks and organizing meetings, workshops, missions and events.
