Position Summary

Expected Contract Start: As soon as possible

Contract duration: 70 working days on intermittent within 6 months from August 2026 to January 2027.

The SBJ Project is now inviting eligible individual consultant for the position of Individual National Midterm Review Consultant (Intermittent) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services.

Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
  • Master's Degree in economics, social development, statistics, or related fields with 12 years of general experience as a minimum
Work History:
  • Project design, project implementation and evaluation for 10 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience in 2 MTR projects evaluations funded by World Bank, ADB, or other major donors in Cambodia;
  • Demonstrate strong knowledge at least 5 years of statistics and evaluation techniques and bring experience in the preparation and implementation of socio-economic surveys as well as data analysis; Familiarity with software data analysis is a plus;
  • Expertise at least 2 projects in different methods in data collection tools and skillful in conducting data analysis to compile MTR project evaluation results;
  • High level proficiency of English and strong Khmer communications skills;
  • Sound knowledge of computer software programs: Microsoft Excel, Word, and Power Point

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
