The National Centre for HIV/AIDS, Dermatology and STD (NCHADS) is the legally accountable Sub-Implementer of the Global Fund Program to implement the " Program Title: Rapidly march towards elimination of new HIV infections and ending AIDS as a public health threat by 2025, Increase Access to and Improve Quality of TB Diagnosis and Treatment at OD and Community levels, with linkages to TB-HIV in Cambodia. starts from January 01, 2024 to December 31, 2026 and which is being implemented under the overall responsibility of Ministry of Economy and Finance as the Principal Recipient (MEF/PR) and implemented by Ministry of Health as the Lead Implementer Team (MoH/LIT) and it intends to apply part of the proceeds of these funds to payments under the proposed contract for Individual National Consultant to set up Studio Room and Equipment for Livestream and Podcast Production to Improve Online Content Promotion for HIV Prevention and Service Uptake for BCC Unit of National Center for HIV/AIDS, Dermatology and STD (NCHADS)-SI.

Background

Cambodia is applauded for reducing the prevalence of HIV among the general population aged 15-49 years over the past 10 years. However, many people at the highest risk for HIV are moving online and out of the reach of the standard hotspot-focused HIV prevention services while also having an evolving risk profile that current programming might not be able to address fully and effectively.

Objectives of the TOR

  • To improve online content productions to better reach and engage high-risk populations who are not being reached and influence these KPs to access HIV/STI services, such as PrEP and HIV self-testing (HIVST)
  • To offer online content production resources for CBO partners to produce good quality well engaging content with target audiences to receive an accurate understanding of HIV/AIDS and related topics and motivate them to access HIV services that will reduce risky behaviors among high-risk populations.
  • To build capacity for CBO online counselors on how to do a live stream and podcast production to promote comprehensive HIV service packages to reach high-risk populations on social media.
Expectations - Duties, Responsibilities
  • Duties and Responsibilities
  • The individual technical person will Work closely with the BCC unit, responsible for providing service aspects including:
  • To Provide recommendations of Technical Assistant to BCC unit/NCHADS on useful material for design, equipment, office electronics and other related to the setup to ensure that it will be able to operate podcasts and live stream programs for instance, camera, microphone, computers, etc.
  • To Provide the best service of studio decoration and sound and lighting system.
  • To develop a guidance, note document on how to manage and operate the studio for podcasts and live streams.
  • To provide technical training to the BCC​unit team /NCHADS such as How to manage sound and light systems, operate podcasts, live streams, and other related activities
  • How to take videography and photography and how to use cameras and sound equipment, for example, a wireless mic, microphone, recorder, etc. 
  • Cutting and Editing software for both videography and photography
  • Deliverables: The following deliverables should reflect the specific and scope of the consultancy.
  • Provide a proper studio room to take photography, photography, and recordings with high-quality light and sound systems with high-quality products
  • Supporting​and contributing​to HIV programs to produce social media content for proving HIV education through existing online platforms including Facebook, TikTok, YouTube, and so on.
  • Provide long-term​impact of community engagement within HIV programs to support HIV education
Requirements - Skills, Qualifications, Experience
  • Have an advanced degree (master's or higher) in media and communication and management or another relevant field Experience.
  • Submit samples of previous works for studio room setup that are similar to those described in this ToR.
  • 05 to 07 years’ experience in the field of studio production, studio setup, and relevant works of setup studio are highly recommended Good knowledge of design studio and operations of the GF in particular.
  • Language skills:
  • Fluency and ability to communicate and carry out comprehensive
  • studio design.
