In responding to regional logistics development and addressing bottleneck of logistics development in Cambodia, MPWT have formulated Intermodal Transport Connectivity and Logistics System Master Plan (ITC-LSMP) for the Cambodia’s logistics development. Developing a M&E system for the masterplan and for monitoring and evaluation of logistics development in Cambodia is necessary for reviewing effectiveness of MP implementation and analysis the gap of government’s policy in the logistics sector. Building the capacity and skill of development and management of data and statistics associated to logistics sector is also compulsory for the MPWT, particularly the General Department of Logistics. JICA and World Bank study for Cambodia’s National Logistics Master Plan identified that Cambodia doesn’t have a monitoring and evaluation framework to keep track of its logistics performance. Logistics data in the country remain scattering in other government agencies which lead to taking lots of time to make a concrete policy and action plan to enhance the logistics system. And thus, government official’s capacity in Monitoring and Evaluation in Logistics performance is required to strengthen and logistics database is required to be available in GDL/MPWT.
MPWT had been granted a 2-year financially-support project from Mekong-ROK Cooperation Fund (MKCF) 3rd Phase to implement from 2020- 2022, the project entitled “Capacity building and institutional strengthening for Logistics Monitoring and Evaluation Database Development in Cambodia and CLV countries”.
The project aims to develop logistics monitoring and evaluating framework and creating logistics database of CLV countries for analyzing logistics improvement or development in the respective countries. It also attempts to strengthen the capacity and human resource of public and private sector through implementing this project and sharing the best-practices of designing and collecting data among these CLV countries.
The consultant will have the following tasks:
Interested applicants are invited to submit an express of interest (EoI) with an estimated budget proposal upon the milestone activities and timeline. The EoI shall include curriculum vitae of individual consultant (if individual consultant) and competent candidates (if international institute). Report of similar tasks shall be included in the proposal for highly consideration of consultant’s qualification.
