The Cooperation Committee for Cambodia (CCC), a leading membership-based organization for domestic and foreign organizations in Cambodia, has played an important role since 1990. CCC has actively worked over three decades as an enabling agent to facilitate the collective efforts, institutional governance, and accountable actions for CSOs to advance the pace of democratic and sustainable development in Cambodia. The current implementation of its fifth phase Governance Hub Program (GHP 2024-2028) under the vision of sustainable and democratic development in Cambodia consists of three objectives: 1) partnership and collaboration of or advocacy and monitoring among different actors at the national and sub-national levels is improved; 2) Voice and representative of CSO networks are strengthened; 3) CSO resource hub at the national and sub-national levels is functioned and responded to the needs of CSOs.

To build up the capacity of NGOs member of CCC is one of the key mandates of CCC in the name of membership-based organizations operating its activity within Cambodia for 35 years. To achieve our key objectives, CCC has initiated many types of capacity building for the members including the learning forum on Human Resource Management (HR), Financial Management (FM), Monitoring and Evaluation (M&E), Information Communication and Technology (ICT) and other key important trainings. As a result, most of the members of CCC have enough capacity to develop the M&E framework for the project or program (Annual Narrative Report of the Governance Hub Program in 2024).

Based on the need of some members of CCC, the capacity building on the M&E which pays more focusing on how to develop the indicator in the different levels counting from the impact, outcome, output/use of output is the important need and high priority of some members. Therefore, CCC is looking for the consultant who has the expertise on M&E to provide two entire days training on “Developing the Indicator for Project” from 24th-25th July 2025.

Position Summary

Objective:

One independent consultant will accomplish key objectives as follows:

  • Prepare the training materials (slide presentation, trainer guide, daily evaluation form, pre- and post-test).
  • Provide the face-to-face training the whole two days on How to Develop the Indicators for project or program from 24th-25th July 2025.

Deliverable timeline:

This consultancy service is expected to be carried out between the 1st week of July till 1st week of August 2025. Below is a more detailed proposed timeframe.

Expectations - Duties, Responsibilities
  • Responsibilities of the Resource Person(s):
  • Meet and discuss with Head of Communication and Membership Development (HoCMD) on the initiate training materials (slide presentation, trainer guide, daily evaluation form, pre- and post-test) to make the contents and training processes more effective.
  • Develop the exercise that can help the participants to be able to develop the indicators for project or program in the different levels (impact, outcome, output/use of outputs) and the indicator both quantitative and qualitative.
  • Provide information to the Senior Capacity Development Officer for any training materials that need to prepare early the training day;
  • Provide face-to-face training for the whole two days on the topic as mentioned above.
  • Provide key observation/trainer notes by highlighting the progress with evidence base to the Senior Capacity Development Officer after the training.

The EOI should include the case study outline and demonstrate how the applicant addresses the selection criteria. Applicants should also include a copy of CV and/or team members.
