Introduction

The Advocacy and Policy Institute (API) is a leading Cambodian capacity-building organization in the areas of advocacy, policy influencing, citizen engagement, and good governance. API is a non-profitable, non-governmental organization (NGO) with the mission to serve the long-term democratic and social development needs of Cambodia through empowering people to interact with their government to protect their rights. API's Goal for the current Strategic Plan 2024-2028: "In 2028, Cambodia will be a more harmonious and inclusive society with sustainable development, good governance, and respect for democratic principles and human rights."

You are not authorized to claim any copyrights or ownership of this development project unless agreed to and allowed by the API management. You are obligated to present the expected result, within the scope of work and requirements, to the API and hand over all project materials, including the project application and project source code, without objection, before the project closes and the final payment can be made.

Project Summary Background The Advocacy and Policy Institute (API), a leading non-profit organization in Cambodia, has established API Development Consulting as a social enterprise to provide high-quality training, event management, and consultancy services. This initiative aims to strengthen the capacity of civil society organizations, development partners, government institutions, and the private sector through tailored solutions in areas such as good governance, advocacy, and professional skills development. To enhance outreach and service delivery, API plans to develop a new website (in Khmer and English) as the primary platform for promoting its consulting and training services. This website will utilize either the backend of the current API website or a new development.

Expected Result: Website Design & Development:

  1. Develop a professional, modern, and responsive website with a consistent design and branding that aligns with API's identity using the CMS platform WordPress.
  2. Develop a strong multilingual system for both Khmer and English content. The website should function seamlessly in both languages, featuring a language switcher that allows users to easily switch between Khmer and English on any page. All site elements, including menus, buttons, and content, must be translated.
  3. Develop a responsive website that must be fully responsive and optimized for all devices, including desktops, tablets, and mobile phones.
  4. Create and implement the following sections and functionalities:

Tasks and Responsibilities of the Consultant(s):

The consultant must be responsible in a professional and timely manner to deliver the expected results as mentioned above, and include:

  • The best practices or case studies suggested by the consultant.
  • Provide technical handover training
  • Develop and hand over the necessary technical documents.
  • Respect privacy laws and adhere to API policies

Project Process and Timeframe

The assignment duration is from September 1, 2025, to October 31, 2025.

Place of Assignment

The assignment is carried out in Phnom Penh, the Capital of Cambodia.

Fee and Payment Process

The payment will be made upon completion of the expected results in full and effectively.

Who Is the Supervisor

The consultant will work directly with Mr. ROS Sopheak, ICT and E-Learning Platform Specialist, under the final decisions of the API Management team led by Mr. Man Vanpannit, Head of Program, and Mr. Lam Socheat, Executive Director.

Submission Requirements

Eligible Applicant

Individual or website development companies that are interested and experienced in developing websites for various companies and NGOs are eligible to submit their company’s portfolio and proposal.

How to Apply:

Interested consultants are requested to submit a company profile and portfolio, technical and financial proposals. The technical proposal should clearly state the tasks to be delivered, the project timeframe, and a clear scope of work. The financial proposal should cover professional fees and other expenses that may occur.
