Cambodia also faces a double burden of communicable diseases and Non Communicable diseases (NCDs). Two-thirds of all deaths (64%) in Cambodia are attributable to NCDs. The Cambodian population has a 23% probability of dying between the ages of 30 and 70 years. The total economic burden of NCDs on the Cambodian economy is $ 1.5 billion annually, equivalent to 6.6% of the country’s annual gross domestic product. A 2014 survey indicated that over 14% of all Cambodians suffered from hypertension, and nearly 10% had diabetes. Cambodia also faces a growing double burden of malnutrition, with undernutrition and overweight/obesity within the same household. Recent data from the Cambodia Demographic and Health Survey (CDHS) found that the prevalence of overweight or obesity is 33% among women aged 20-49 and 6% among women aged 15–19. Children eat too many high-energy foods and low nutrients. Children and adolescents have high-risk behaviors including eating unhealthy food and less physical activity. Children also increase their consumption of ultra-processed food, including high sugar, fat, energy, and salt, but they eat fewer fruits and vegetables, which contain vitamins and minerals. These eating habits could potentially contribute to the increase in overweight and obesity.

Objectives

The primary objectives of this Independent Consultancy are to:

  1. Review the endline quantitative section to inform manuscript preparation.
  2. Conduct rigorous qualitative coding and thematic analysis of in-depth interviews (IDIs) and focus group discussions (FGDs) for the endline survey.
  3. Prepare analytic memos, code transcripts, and draft the qualitative results section.
  4. Draft a manuscript by collaborating with the Helen Keller to ensure qualitative findings are appropriately integrated with the quantitative.

Scope of Work

Key Task Areas and Deliverables

  1. 1. Review the endline quantitative section to inform manuscript preparation
  2. Conduct rigorous qualitative coding and thematic analysis of in-depth interviews (IDIs) and focus group discussions (FGDs) from the endline survey.
  3. Prepare analytic memos, code transcripts, and draft the qualitative results section.
  4. Draft a manuscript integrating both quantitative and qualitative findings and submit it to a peer-reviewed journal.

Eligibility

  • The Independent Consultant meets the following qualifications:
  • Graduate-level training in qualitative research methods
  • Track record analyzing data using Nvivo
  • Experience on NCD risk in Cambodia context.
  • Proficiency in qualitative data analysis software (NVivo or equivalent)
  • Experience conducting inter-coder reliability assessments and mentoring junior researchers.
  • Strong writing and synthesis skills for manuscript development.
  • Ability to write in proficient English

Submission Requirements

Eligible Service Provider may submit their quotation in one of two ways:

  • Electronically: Sign, stamp, scan, and send the proposal as an attachment in PDF format to the email address.
  • Hard copy: Submit the proposal with a cover letter signed and stamped to Helen Keller’s office provided in the contact details.

Submissions will be accepted and reviewed on a rolling basis. Vendor RFP Response closes on June 15, 2026, at 5:00 p.m.
