CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to managing multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease for TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).

Independent Consultant for CHAI Health Systems Initiative 

Position Summary

Base Location: Phnom Penh with domestic travel expected 

Contract Type: Independent Consultant  

Contract Period: 3 months 

Expected Start Date: 14 Sept 2025 

Report to: Program Manager, Digital Health 

Objective 

The Consultant will work closely with the CHAI digital health Team at CHAI office and DDH office to provide technical support to DDH. The main objectives of the Consultant’s scope of work are: 

  1. Support digital health systems assessment 
  2. Support mapping of facilities data collection practices 
  3. Provide recommendations for operational planning towards SHR creation and different scenario for EMR systems to be used in the country (post-EA blueprint release) 

Time period 

 The Consultant will provide support to this initiative until 19 December 2025. Specific start dates and working days will be agreed during contract signing. 

Deliverables are expected to be completed within the contract period and specific timelines will be agreed upon during contract signing.

 Note: budget details and payment schedule will be stipulated in the contract agreement  

Expectations - Duties, Responsibilities
  • Scope of work 
  •  Objective A: Support current digital health systems assessment (technical, functional, budget and human resources) - mid September / beginning November 
  • Assist digital health team in coordinating interactions with technical teams of systems owners (participating to interviews, guiding them in answering questions about the questionnaire that will be shared with them) - around 30 systems 
  • Support the team with local translation of the assessment questions 
  • Synthetize questionnaire answers and stakeholders interviews to create a high level system by system profile table as well as a summary matrix across systems, to be used for the development of the Enterprise Architecture blueprint 
  • Conduct analysis of questionnaire answers, leading to: identification of interoperability potential of current systems with a central SHR (for which FHIR standards will be set by the Enterprise Architecture blueprint); gap analysis for connecting the systems to an SHR including linking systems patient ID to a unique ID 
  • Conduct assessment of systems sustainability risks in particular due to funding gaps 
  • Objective B: Support mapping of facilities data collection practices – November 
  • Mapping of data elements collected from paper to digital after remote pre-collection of list of systems (including private EMRs), paper registries and paper forms from central government and selected facilities;  
  • Mapping of data entry flow at facilities (data collection practices and patient identification flow at facilities) 
  • Conduct in-person interviews with healthcare workers and other stakeholders to understand data practices 
  • List common pain points and inefficiencies in data entry, storage, and reporting (e.g. duplication, inconsistency, long time to entry). 
  • Refine gap analysis conducted for objective B with operational challenges. 
  • Objective C: Provide recommendations on operational steps towards SSHR creation and scenario around creation of national EMR systems – (end Nov – mid Dec) 
  • Develop implementation plan for SHR development including interoperability with existing systems and overall architecture optimization, transition plan, potential additional system(s) to be developed at each level of facility type with a focus on EMR systems, SOPs and regulatory pieces to be developed 
  •  Provide recommendations for transition plan towards unique patient ID to be used across systems collecting patient-level information 
  • Deliverables 
  •  Questionnaire for systems owners and for facilities visits in Khmer 
  • Analysis of questionnaires answers and stakeholder interviews reports: systems profile table, interoperability potential, analysis of gaps to EA standards from a SHR perspective, sustainability risks – in Word document with supporting Excel document (by October 10 for high-level outputs needed for EA blueprint, Nov 7 for gap analysis) 
  • Mapping of data elements collected at facilities from paper to digital in both English and Khmer- in ppt and Excel documents (by Nov 28) 
  • Mapping of data flow and patient identification practices at facilities (by Dec 5) - in ppt and work 
  • Gap analysis including operational challenges of current field data practices to the EA blueprint (by Dec 5) 
  • Scenario for SSHR development including interoperability with existing systems and architecture optimization; recommendations on types of EMR systems, SOPs and regulatory pieces to be further developed; patient ID transition plan- in word and excel documents, with supporting ppt to be used for the dissemination workshop (by December 12) 
Requirements - Skills, Qualifications, Experience
  • Technical Competencies 
  • Strong knowledge of digital health tools 
  • Strong experience in digital systems analysis 
  • Experience in the design and configuration of workflows to integrate business processes and information systems 
  • Understanding health data exchange standards (in particular FHIR) is a plus. 
  • Functional Competencies 
  • Ability to gather and analyze user requirements and translate them into system configurations. 
  • Experience in developing system documentation, SOPs. 
  • Strong stakeholder engagement skills 
  • Preferred Qualifications 
  • Bachelor's or Master’s degree in Information Technology 
  • Experience in EMRs is a strong plus 
  • Fluent in Khmer and English
