Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 41 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 6 Community Development Programs and 1 Social Enterprise in 4 provinces and 1 city of Cambodia. GNC is now working with key sustainability partners and relevant departments of government and NGOs to promote positive impacts for vulnerable people, especially children.

Income Generation Manager

Position Summary
Duties & Responsibilities:
  • Lead the strategic planning, implementation, and performance oversight of the Income Generation Department to ensure delivery of high-quality results aligned with organizational priorities and project objectives.
  • Develop and oversee long-term strategies for sustainable IG development within Good Neighbors Cambodia.
  • Establish, strengthen, and supervise the management systems, guidelines, and standard procedures for IG operations.
  • Provide strategic direction on market assessments, feasibility studies, and identification of viable IG opportunities across CDP sites.
  • Oversee the design and expansion of IG initiatives as integrated partnership components supporting Community Development Projects.
  • Supervise and build the capacity of IG staff and CDP teams through technical guidance, coaching, and structured training programs related to IG, MED, LED, entrepreneurship, marketing, value chain development, and business analysis.
  • Ensure effective monitoring, evaluation, accountability, and learning (MEAL) systems for all IG activities, including data analysis and performance tracking.
  • Lead regular field monitoring missions to assess program quality, impact, risks, and compliance with standards.
  • Organize and facilitate strategic review meetings, workshops, and reflection sessions on IG progress with internal teams and stakeholders.
  • Oversee consolidation and submission of high-quality narrative and analytical reports demonstrating IG outcomes, impact, and lessons learned for management and partners.
  • Develop and maintain strategic partnerships with private sector actors, financial institutions, NGOs/INGOs, and relevant stakeholders to strengthen IG effectiveness and sustainability.
  • Manage budgets, resource allocation, and risk mitigation strategies related to IG implementation.
  • Provide regular strategic updates, recommendations, and decision-support analysis to senior management.
  • Perform other duties as assigned by the line manager or senior leadership.

Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Economic Development, Business Administration, Development Studies, or a related field.
Work History:
  • Progressive experience in managing and leading Income Generation Programs, Local Economic Development (LED), Value Chain Development, Entrepreneurship, or Livelihood programs, preferably in NGO or development sectors for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Proven experience in program leadership, strategic planning, and team supervision.
  • Demonstrated ability to develop partnerships and networks with private sector, NGOs, financial institutions, and stakeholders.
  • Strong analytical, monitoring & evaluation, and report-writing skills.
  • Excellent written and spoken English and Khmer.
  • Advanced computer proficiency (Word, Excel, PowerPoint, data analysis tools).
Soft Skills
  • Strong leadership, decision-making, strategic thinking, and problem-solving skills.
  • Excellent interpersonal, negotiation, facilitation, and team-building skills.
  • Ability to manage multiple projects, deadlines, and priorities effectively.
