Implementation Officer
Job Summary:
The project Implementation Officer will serve as a member of the USAID-funded Cambodia Inclusive Primary Education Activity (IPEA) project. The role is intended to include planning, implementation and monitoring of project activities. The implementation Officer will ensure a strong relationship with District Offices of Education (DOE), the Cluster Schools/Schools, Local Authorities, and good collaboration with NGOs/stakeholders to promote the quality of project implementation including Early Grade Learning (EGL), School Based Management (SBM), and Inclusive Education (IE).
This position will report to the Provincial Coordinator.
- Coordinate with DOEs for planning (training), implementing and monitoring of project activities.
- Oversee implementation of project activities in assigned district/s including:
- Liaising and maintain good relationship with DOE, Cluster School, school communities, and other local functionaries.
- Developing master list of training/workshop for assigned districts, organizing training and development workshops, and facilitating the smoothness of the training/workshop
- Establishing and engaging multi-stakeholder counterpart teams at districts and local levels.
- Organizing and implementing of community and school level activities.
- Coordinate with the Provincial Coordinator and technical staff to ensure technical assistance needs are addressed.
- Complete all required monitoring tools/trackers as timely manner, and contribute to Project Annual Work Planning, quarterly reporting, monitoring and evaluation and other reporting needs as requested.
- Provide technical oversight and guidance to Master Mentors (MM) or Supervisor Master Mentors (SMM).
- Work closely with the M&E Officer to implement the monitoring plan and help compile reports.
- Abide by all environmental, safety, and health guidelines.
- Other tasks assigned by direct supervisor or project requirement.
- Minimum Required Education & Experience
- Master’s Degree in Education, community engagement, community development, Social Work, or other related fields plus 3 years of relevant experience, or bachelor’s degree plus 5 years of relevant experience; focus on EGL, SBM, IE and community engagement for primary school support and oversight.
- Experience training others; adult education mobilization
- Experience and knowledge of early grade learning for primary schools is essential
- Experience with engaging and mobilizing communities is essential
- Experience of community-based performance monitoring for education
- Experience working with government partners at the sub-national level including DOE/POE

- Flexibility and ability to handle multiple tasks simultaneously.
- Strong oral and written communications skills.
- Ability to work in a fast-paced environment and meet deadlines under pressure
- Strong computer skills (Outlook, Word, Excel, PowerPoint)
- Language skills: English and Khmer required.
- Knowledge of working collaboration with education stakeholders preferred, and willingness to travel to schools within the district/province on a daily basis during school time
