Announcement Description

The Skills Development Fund (SDF) project has been piloted by the Ministry of Economy and Finance (MEF) since March 2018 to test a new and innovative financing mechanism to promote demand-driven and sustainable skills development with the ultimate objectives of diversifying and increasing value addition of Cambodia’s Economy as well as creating better and well-paid jobs for Cambodian citizens. As a result, the SDF has approved 223 training projects in priority sectors such as Manufacturing, Construction, ICT, Electronics, Automotive, and Tourism amount 39.9 million USD worth of training grants for 50,108 trainees (39% female) under the cost-sharing and joint-training model between industry and training providers (public, private and NGO). Training outcomes include 4% dropout, 88% employment, 85% employers’ satisfaction, the salary of graduate average of $246. This demand-driven model has strongly been welcomed by the market and development partners and has proven to be an effective and efficient model in transforming the training market into a demand-responsive and sustainable skills development.

With this success, the Royal Government of Cambodia has transformed this pilot project into a TRUST FUND under the name of Skills Development Fund (SDF) (Sub-Decree 97.RNK.BK dated May 18, 2023) with the Board of Directors comprised of the MEF, relevant line ministries and industry leaders. To date, the SDF has received funding from the Royal Government of Cambodia, and development partners such as the ADB and AFD. The mission of the SDF is to strengthen and expand the demand-driven training market to meet the needs of the economy and private sector as well as generate better and higher-value-added jobs for Cambodian citizens.

Job Description

The ICT Manager is responsible for overseeing system development, ensuring secure and stable ICT operations, and leading digital innovation and transformation initiatives for the institution.

Duties & Responsibilities:
  • Develop and maintain backend and frontend systems, including websites, management platforms, and dashboards to support daily operations and program management.
  • Design and manage databases and APIs to ensure efficient data storage, system integration, and smooth information flow between platforms.
  • Ensure system security, data integrity, and performance stability by regular monitoring.
  • Monitor, troubleshoot, and resolve technical issues (bugs, system errors) to minimize downtime and ensure business continuity.
  • Upgrade and enhance systems based on operational needs, user feedback, and organizational growth.
  • Provide technical support to users and prepare user guidelines to ensure effective system utilization.
  • Research and test emerging technologies (e.g., automation, AI, data analytics) to identify practical solutions that improve efficiency and service delivery.
  • Transform manual processes into digital workflows to reduce errors, save time, and increase transparency.
  • Provide technical advice for new programs and digital initiatives to ensure technology solutions are feasible, scalable, and sustainable.
  • Promote innovation culture and continuous system improvement by encouraging experimentation and knowledge sharing.
  • Perform additional or urgent technical assignments as required by management.

Work History:
  • Experience in system development, ICT management, or related leadership roles for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Proven experience in backend and frontend development, database management and system integration, and digital transformation or innovation initiatives.
  • Strong knowledge of system architecture, databases, APIs, and web technologies.
  • Familiarity with cybersecurity principles, data protection practices and system stability maintenance.
  • Understanding of automation tools, AI applications, or data analytics tools is an advantage.
  • Strong analytical and problem-solving skills, with the ability to translate information into practical program concepts,
  • Proven ability to manage complex projects and meet deadlines with minimal supervision, and
  • Excellent interpersonal, written, and verbal communication skills in both Khmer and English. Proficiency in Chinese is an asset.

Admin and Finance Manager

JOB DESCRIPTION

The Admin and Finance Manager is responsible for overseeing financial management, administration, human resources, and procurement functions to ensure efficient operations, compliance, and strong institutional governance.

Duties & Responsibilities:
  • Lead and manage all financial operations in compliance with internal policies and national accounting standards.
  • Prepare accurate and timely financial reports for the CEO and relevant stakeholders.
  • Ensure efficient and effective financial monitoring and reporting in compliance with internal and national accounting standards.
  • Lead the preparation, implementation, and monitoring of the annual budget plan.
  • Ensure strong financial monitoring, reporting accuracy, and audit readiness.
  • Manage administrative operations to ensure smooth and efficient institutional functioning.
  • Develop and implement procurement plans aligned with organizational policies and budget.
  • Maintain and safeguard official documents, including legal documents, contracts, reports, and other key administrative records.
  • Develop and implement HR plans, policies, and workforce development strategies.
  • Oversee recruitment, performance management, staff development, and capacity building and promote a professional, and high-performing organizational culture.

JOB DESCRIPTION

The M&E Manager is responsible for leading the appraisal, monitoring, and evaluation of training proposals to ensure quality, efficiency, accountability, and impact.

Duties & Responsibilities:
  • Develop, review, and continuously improve the appraisal framework, M&E strategy, procedures, and tools for training projects.
  • Conduct data verification and analyze training unit costs to assess value for money.
  • Perform rigorous training budget analysis and identify potential financial and technical risks at the proposal stage.
  • Monitor project implementation to ensure compliance with approved plans, budgets, and performance indicators.
  • Lead impact assessments initiatives to evaluate long-term outcomes and effectiveness of training programs.
  • Prepare comprehensive project appraisal reports, M&E progress reports, and annual reports for the CEO and relevant stakeholders.
  • Provide evidence-based recommendations to improve program performance and strategic decision-making.
  • Perform additional duties as assigned by the CEO in support of organizational priorities.

  • Monitor media coverage and public perception to enhance communication effectiveness.
