Position Summary

Reporting to: Senior Management

ROLE PURPOSE

The University is seeking a dynamic and highly organised Human Resources Officer to support the effective delivery of HR services across the University.

The successful candidate will have a strong working knowledge of Cambodian Labour Law, employment regulations and statutory compliance requirements, together with practical experience of Cambodian Ministry of Labour and Vocational Training systems and processes.

The role requires good English communication skills and the confidence to support both Cambodian and international employees. A key responsibility will be managing and coordinating the employment visa, immigration, onboarding and induction processes for international academic and professional staff, ensuring that new colleagues receive a professional, welcoming and well-organised introduction to the University and to working and living in Cambodia.

Duties & Responsibilities:
  • HR Administration & Employee Records
  • Maintain accurate and confidential employee records, contracts and HR documentation.
  • Prepare employment contracts, contract amendments, confirmation letters and other HR correspondence.
  • Maintain accurate records of employee probation periods, contract expiry dates, leave, attendance, visas, work permits and other key HR information.
  • Ensure HR documentation and employee files are complete, accurate and regularly updated.
  • Support payroll administration by providing accurate employee information and changes to the relevant teams.
  • Maintain appropriate HR trackers, databases and reporting systems.
  • Cambodian Labour Law, Ministry Systems & Compliance
  • Maintain a strong working knowledge of Cambodian Labour Law, employment regulations and statutory compliance requirements.
  • Ensure HR processes, employment contracts, working arrangements and employee documentation comply with applicable Cambodian legislation and regulatory requirements.
  • Maintain a practical working knowledge of FWCMS, LACMS, NSSF and other Ministry of Labour and Vocational Training (MLVT) systems, processes and requirements relevant to the employment of Cambodian and international staff.
  • Coordinate and support required registrations, declarations, submissions and updates through relevant government and Ministry systems.
  • Ensure statutory HR and employment-related submissions are completed accurately and within required deadlines.
  • Maintain accurate records of regulatory submissions, registrations and supporting documentation.
  • Support the University in meeting requirements relating to employment, working hours, leave, probation, termination, statutory benefits and employee records.
  • Monitor changes to Cambodian labour and employment requirements and advise management of any actions required.
  • Liaise professionally with the Ministry of Labour and Vocational Training, NSSF, relevant government authorities and external advisers where required.
  • International Staff Visas, Immigration & Onboarding
  • Manage and coordinate the employment visa application process for international employees, including relevant entry, exit, extension and employment requirements.
  • Coordinate work permit and other employment-related documentation for international staff.
  • Ensure international employees receive clear guidance regarding documentation and immigration requirements before travelling to Cambodia.
  • Maintain accurate records of visa, work permit and other relevant expiry dates and ensure renewals are initiated in a timely manner.
  • Coordinate the onboarding process for new international academic and professional staff joining the University.
  • Communicate confidently and professionally with new employees prior to their arrival in Cambodia.
  • Coordinate pre-arrival documentation and provide clear information regarding employment, arrival arrangements and onboarding requirements.
  • Support and coordinate a professional New Staff Induction Programme.
  • Ensure new employees receive appropriate information regarding University policies, systems, working practices, organisational structure and staff expectations.
  • Work closely with academic and professional departments to ensure new staff have the equipment, system access and information required to begin their roles successfully.
  • Act as a welcoming and professional first point of contact for international colleagues during their transition into the University and Cambodia.
  • Recruitment & Selection
  • Support recruitment activities across academic and professional services departments.
  • Coordinate vacancy advertising, applications, interview scheduling and candidate communication.
  • Support interview panels and recruitment administration.
  • Conduct reference, qualification and employment documentation checks as required.
  • Ensure candidates receive timely and professional communication throughout the recruitment process.
  • Support the development of a positive candidate experience that reflects the University's values and reputation.
  • Employee Relations & HR Support
  • Act as an approachable first point of contact for routine employee HR enquiries.
  • Provide clear and professional guidance to employees regarding HR policies, procedures and employment matters.
  • Support probation reviews, performance management processes and other employee lifecycle activities.
  • Assist management with disciplinary, grievance and employee relations matters, ensuring appropriate procedures and confidentiality are maintained.
  • Promote positive working relationships and a professional workplace culture.
  • Staff Engagement & Development
  • Assist with staff development and training activities.
  • Help identify opportunities to improve the employee experience.
  • Support staff events, orientation activities and internal HR communications.
  • Contribute to building a positive, inclusive and internationally minded University culture.
  • HR Policies, Processes & Continuous Improvement
  • Assist with the implementation of HR policies and procedures.
  • Identify opportunities to improve and streamline HR processes.
  • Support the development of HR systems, templates, checklists and standard operating procedures.
  • Produce HR reports and workforce information for senior management when required.
  • Maintain strict confidentiality and appropriate data protection standards in relation to employee information.
  • Undertake other reasonable HR duties consistent with the level and development of the role.

Languages:
  • English - Fluent is required

Qualifications:
  • Bachelor's Degree in Human Resources Management, Business Administration, Law, Management or a related discipline.
Skills & Knowledge:
General & Technical Skills
  • Previous professional experience within an HR or people-related role.
  • Strong working knowledge of Cambodian Labour Law, regulations and employment compliance requirements.
  • Working knowledge and practical experience of FWCMS, LACMS, NSSF and relevant Ministry of Labour and Vocational Training systems and requirements.
  • Experience managing employment visa application processes for international employees, including entry, exit, extension and onboarding requirements.
  • Experience coordinating work permits and associated employment documentation for international staff.
  • Experience supporting international or expatriate employee onboarding would be highly advantageous.
  • Experience of HR administration and maintaining confidential employee records.
  • Experience supporting recruitment and employee lifecycle processes.
  • Strong organisational and administrative skills with excellent attention to detail.
  • Ability to manage multiple priorities and statutory deadlines effectively.
  • Good IT skills, including Microsoft Office and the ability to work confidently with HR databases, government platforms and digital systems.
  • Strong command of written and spoken English is essential.
  • Must be confident communicating professionally in English with international academic and professional staff.
  • Ability to draft clear professional emails, HR correspondence and employment documentation in English.
  • Khmer language proficiency is essential; additional languages would be an advantage.
  • Relevant professional HR training or certification.
