The Human Resources Manager is responsible for all aspects of human resources functions for Samaritan’s Purse Cambodia. S/he will be responsible to provide front line human resources services for all Samaritan’s Purse staff in the country. The position holder will be responsible for handling all personnel administrative matters and will provide quality and efficient service including, but not limited to the development, amendment and implementation of policies and procedures. S/he will receive, respond, resolve or route all employee related enquiries and will work with other staff members to promote team harmony, effectiveness and enhance service satisfaction to support Samaritan’s Purse mission in Cambodia.

Duties
  • Develop, amend and implement HR policies, procedures and systems to ensure that organizational and operational goals are met and that all systems and procedures are consistent with the laws of Cambodia.
  • Provide support to ensure that human resources policies and procedures are well implemented and adhered to by all staff.
  • Manage the process for national staff related to Staffing, Compensation, Benefits, Performance Management, Staff Care, Organizational Development, Compliance and Record Keeping.
  • Manage the payroll system in conjunction with the Finance department to ensure that flow of information with regard to changes in personnel positions, duty stations and remuneration package between Finance and HR in a timely manner.
  • Ensure systematic and proper documentation for all national staff. Create, manage and maintain all personnel files, oversee issuance of staff uniform and staff ID and insurance cards. Ensure timely notification of contract renewals and oversee the revision of TORs.
  • Review the SP national staff policies. Update the Employee Handbook, interpret and train managers and staff on new/amended and existing procedures, policies and guidelines indicated in the Employee Handbook.
  • Manage HR vendor relationships, such as health insurance, NSSF and other contracts as needed.
  • Act as the primary point of contact for all staff on HR issues. Liaise with SP field sites to ensure that their HR needs are being met. Ensure that they are aware of all relevant developments in a timely manner.
  • Develop and maintain healthy relationships with the government and nongovernmental organizations of Cambodia in the field of HR.
  • Maintain awareness of current events, changes in statutes and respond, as appropriate, to the changing legal environment of Cambodia and advise the Leadership Team in a timely manner.
  • Provide supervision and guidance to HR staff on daily work priorities. Mentor and train HR staff to increase capacity. Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff. Handle any issues that junior staff are unable to handle.
  • All other duties deemed necessary by the Country Director
  • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
Requirements
  • Commitment to Samaritan’s Purse vision, mission, value and policies.
  • Bachelor degree in Business Administration, or related field. Master degree is preferred.
  • At least 5 years of relevant experience in HR Management with at least 2 years at supervisory role
  • Knowledge of Cambodia labor laws
  • Knowledge of visa application for international field staff (expats)
  • Highly self-motivated
  • Good command of English communication
  • Ability to pay attention to detail and work under pressure in a cross-cultural environment
  • Experience working in a multi-cultural environment
  • Ability to plan, organize, manage time, and meet deadlines in an ever changing environment
  • Ability to write routine reports and correspondence
  • Ability to speak effectively before groups of customers or employees of organization
