HR and Admin Manager
Working Hours: 7.30AM-5.00PM, Mon-Fri
Supervision: Under direct supervision of Deputy General Manager
Role Overview:
The HR and Admin Manager is responsible for leading and managing all Human Resources, Administrative, and Operations functions to ensure the efficient operation and compliance of BLUEBIRD INTERNATIONAL EDUCATION CO.,LTD. This position oversees recruitment, employee relations, performance management, training and development, compensation and benefits, compliance with Cambodian labor laws, and general administration. The HR and Admin Manager plays a strategic role in developing a high-performing work culture while ensuring effective support for academic and operational needs.
- Human Resources Management
- Lead and oversee the full recruitment cycle, from manpower planning and job postings to final selection and onboarding.
- Work closely with school leadership and department heads to identify staffing needs and ensure timely hiring.
- Oversee onboarding process including employment contracts, orientation, system access, and documentation.
- Manage exit procedures, exit interviews, clearance processes, and offboarding documentation.
- Act as the main point of contact for employee concerns, grievances, and disciplinary issues.
- Promote a positive work environment through active engagement and conflict resolution.
- Identify, propose, and implement internal and external training programs aligned with school objectives.
- Monitor training effectiveness and employee development plans.
- Oversee performance appraisal processes, probation reviews, and KPI tracking.
- Advise managers on performance feedback and improvement plans.
- Supervise payroll coordination with the Accounting team.
- Administer benefits such as allowances, insurance, and government-mandated contributions (e.g., NSSF, tax).
- Manage work permits, NSSF, labor inspections, and liaise with government bodies (MLVT, GDT, etc.).
- Maintain all legal and contractual documentation for both local and foreign employees.
- Maintain accurate employee records and HR databases.
- Ensure HR systems (attendance, leave, movements) are up to date and effectively used.
- Administration Management
- Supervise and guide Admin support staff to manage school-wide administrative activities.
- Monitor and ensure proper upkeep and safety of all school premises including canteens, playgrounds, classrooms, nap rooms, and parking areas.
- Coordinate closely with school principals to support a safe, organized, and positive learning environment.
- Draft and review contracts and agreements with suppliers, vendors, and contractors.
- Conduct regular reviews of administrative processes and propose improvements for DGM and Board approval.
- Supervise the daily operations of the school’s security team to ensure the safety and protection of students, staff, and property.
- Oversee school kitchen operations, food preparation, menu planning, hygiene, and kitchen staff schedules.
- Ensure cooks follow health and safety standards as per government regulations.
- Manage cleaning schedules and inspect the cleanliness and hygiene of classrooms, restrooms, common areas, and offices, and ensure cleaners are well-trained.
- Operational Oversight
- Develop, implement, and monitor operational strategies, goals, and procedures to support school success.
- Identify opportunities for cost-saving, process improvement, and policy updates.
- Supervise maintenance staff and external contractor to ensure timely repairs and preventive maintenance of school buildings, classrooms, lighting, plumbing, AC, and equipment.
- Oversee purchasing of supplies, equipment, uniforms, office materials, and maintenance tools.
- Ensure proper procurement procedures including request, quotation, approval, and record-keeping are followed.
- Monitor supplier contracts, delivery timelines, inventory levels, and cost control measures.
- Conduct routine inspections and propose facility improvements to ensure an optimal learning and working environment.
- Work closely with academic leadership to ensure facility arrangements meet program and event needs.
- Bachelor’s degree in Human Resources Management, Business Administration, or related field (Master’s preferred).
- Minimum 5 years of progressive experience in HR and Administration, with at least 2 years in a managerial or supervisory role.
- Strong knowledge of Cambodian labor law, compliance, and HR best practices.
- Proven leadership skills, with the ability to motivate and develop teams.
- Excellent communication, interpersonal, and organizational skills.
- High proficiency in MS Office; experience with HRIS systems is a plus.
- Fluency in English and Khmer (spoken and written) is required.
Admin Assistant
Reports to: HR and Admin Manager
Working hour: Monday-Friday, 7:30am-5:00pm (90 minutes lunch break)
Role Description:
Admin Assistant will be undertake the duties that controlling stock, and assist HR and Admin Manager on tasks as the described below:
- Administrative
- Oversee School equipment and ensure that equipment/ assets are rightly use and returned properly
- Control on office supplies, stationary supplier, kitchen supplies, class supplies, student supplies and make sure purchase are requested and have available in stock.
- Support on daily Operations
- Yearly count and update of fix asset each year, and preparing monthly expanse report on supplies.
- Assist in preparing staff retreat such as organizing events, accommodation and travels, etc
- Control and monitor any request to booking the meeting room, coordinator on slide projector and make sure it’s well organizing
- Working closely with other department and staff to organizing school activities such Parent Morning, Parent Teacher Conference, Professional Development Day, etc
- Organize training sessions, workshop and activities for the department section in charge.
- Any other task as assigned by HR and Admin Manager
- Bachelor’s degree of Administration, General Management or related field
- Minimum 1 year of working experience in the specific field
- Honest, highly responsible, and reliable
- Good computer literacy (Internet and E-mail, Ms. Word, Excel, Outlook)
- Ability to manage multiple tasks.
- Good at communication skills and self-motivated
- Good integrity, positive attitude, helpful, high commitment, competence, and motivation
- Good in English (Writing, Speaking, listening)
- Willing to work immediately.
Accounting Assistant
Working Hours: Monday-Friday, 7:30 AM-05:00 PM (90 minutes Lunch Break)
Supervision: Under direct supervision of Accounting Manager
- Post and process journal entries to ensure all business transactions are recorded;
- Monitor income and expenditure in relation to the school’s budget, and produce monthly reports for the board of directors.
- Maintain and oversee all bank accounts including the school’s debit card/s, completing monthly reconciliations and reporting banking errors to her/his line manager.
- Be responsible for all elements of cash handling including collections, disbursements, banking and security, and school events.
- Issue invoices and follow up on the payment collection.
- Assist the Account manager with monthly tax declaration
- Assist the Account manager to ensure accuracy and timely month-end and year-end closing process and report
- Assist in the preparation for the annual audit, liaising with all parties involved.
- Be responsible for the placement of orders ensuring they are processed through the school’s computerized finance accounting package.
- Assist the Account manager to carry out and keep analyses of costs and other statistical information.
- Assist the Account manager Co-ordinate and maintain a list of approved contractors and suppliers to ensure best value.
- Bachelor or under graduate degree in accounting, finance, banking or related field.
- 1-2 years’ experience in accounting or similar role.
- Knowledge Microsoft Office (Word & Excel) and QuickBooks.
- Understanding English communication.
- Good communication skill.
- Positive attitude and willing to challenge the new thing.
- Teamwork, adaptability, initiative, analytical, hardworking, ability to work fast and accurately under pressure.
