HR and Admin Coordinator
Working hours and benefits:
- Working hours: Monday to Friday, 7 hours a day unless otherwise agreed with the Head of Finance, HR and IT.
- Benefits:
- 18 days annual leave per year plus public holiday

Work Location: Based at ISF Stueng Meanchey Office
Job Purpose
The HR and Admin Coordinator will work under the supervision of Head of Finance, HR and IT for recruiting, screening, interviewing, employee relations, staff benefits, internal relations, employee training and coordinate the administrative functions of an organization.
Accountability and Relationship:
- Reports directly to the Head of Finance, HR and IT
- Supervision of: HR and IT Assistant
- Works collaboratively on a daily basis with operation and finance and admin team
- Ensure to maintain a detailed understanding of ISF internal regulations and relevant government policies, including the Cambodian Labour Law, NGO Law, and MOU regulatory requirements.
- Liaise with the Ministry of Labor and Vocational Training for employee health check, staff employment books and National Social Security Fund to ensure the registration for all staffs.
- Liaise with the Ministry of Foreign Affairs and International Cooperation for MOU renewal, expatriate staff NGO visa entry, visa extension, and ID card processing to ensure compliance with all requirements for working in Cambodia and other cooperative efforts.
- Liaise with the Ministry of Education, Youth, and Sport for MOU renewal, changing visa type of expatriate staff, obtaining letters of support, and facilitating other cooperative efforts.
- Support for preparing progarmme activities (Semester and Annual report) to relevant Ministries and Institutes.
- Develop and maintain the HR information system and employee database.
- Assist the Heads of Finance, HR, and IT in developing and reviewing all relevant ISF policies, work processes, and guidelines to ensure the effective and efficient functioning of the HR department.
- Manage staff performance management, staff capacity building, and continuing professional development.
- Assist the Heads of Finance, HR, and IT with staff matters including promotions, demotions, transfers, terminations, grievances, procedures, workflow management, absenteeism, complaints, compensation, and conflict resolution.
- Support recruitment practices that enable attraction of talented local staff and retention of key resources.
- Managing contractual obligations such as employment contracts, service contracts, sales contracts, lease contracts, partnership agreements, etc.
- Ensure that all staff compensations and benefits are managed according to ISF policies, labour law and law on taxation.
- Representative an organization to participate external meeting with relevant partners and Ministries as assigned.
- Bachelor Degree in HR management, private laws, public administration and related faculties
- 3 years’ experience in human resources
- People management and supervisor experience is preferred
- Strong advisory/negotiation/influencing skills
- Good interpersonal, analytical thinking and decision-making skills
- Ability and willingness to work under pressure and part of a multicultural team
- Excellent interpersonal and communication skills
- Honest and trustworthy
- Fluent in both Khmer and English
