HR & Administration Manager

The HR & Administration Manager is responsible for leading and coordinating KLA’s Human Resources and general administrative functions to ensure effective staff management, efficient administrative operations, and compliance with KLA’s policies, procedures, and applicable regulations.
The position oversees the full employee lifecycle, including recruitment, onboarding, personnel administration, attendance and leave management, performance management, staff development, employee relations, and staff discipline. The position also manages and coordinates general administrative activities, document and records management, office operations, supplies, facilities coordination, and administrative support across departments.
The HR & Administration Manager works closely with the School Management, Academic Department, Finance Department, and other departments to ensure that KLA has an organized, accountable, professional, and supportive working environment.
- Human Resources Management
- Develop, implement, and maintain effective HR policies, procedures, and systems in accordance with KLA’s organizational needs.
- Coordinate workforce planning and staffing requirements with School Management and relevant departments.
- Manage the recruitment and selection process, including job postings, candidate screening, interviews, reference checks, and onboarding.
- Maintain accurate and confidential employee personnel files and HR records.
- Prepare and manage employment contracts, contract renewals, probation assessments, and other employment-related documents.
- Monitor staff attendance, punctuality, leave, and other employment records.
- Coordinate employee performance appraisal and performance improvement processes.
- Support staff training, professional development, and capacity-building programs.
- Handle employee relations and assist in resolving workplace concerns, conflicts, and grievances professionally and fairly.
- Ensure appropriate implementation of staff disciplinary procedures in accordance with KLA policies.
- Monitor employee welfare and contribute to a positive, respectful, and professional workplace culture.
- Coordinate staff resignation, termination, clearance, and exit procedures.
- Administration Management
- Plan, coordinate, and supervise KLA’s general administrative operations.
- Establish and maintain effective administrative procedures to improve efficiency and accountability.
- Manage administrative documents, correspondence, records, filing systems, and official communications.
- Coordinate the preparation, processing, and circulation of internal administrative documents.
- Monitor office supplies, stationery, and general administrative resources.
- Coordinate with relevant departments regarding facilities, equipment, maintenance, and other operational needs.
- Support the organization of school meetings, events, activities, and other administrative arrangements.
- Ensure administrative facilities and working areas are properly organized and maintained.
- Coordinate administrative support services and ensure timely responses to operational requests.
- Monitor and follow up on administrative tasks assigned to responsible staff or departments.
- Prepare regular HR and administrative reports for School Management.
- Provide reports on staffing, recruitment, turnover, attendance, leave, performance, disciplinary matters, and other relevant HR indicators.
- Monitor and maintain accurate HR and administrative databases and records.
- Ensure that all HR and administrative documents are properly filed, updated, and securely maintained.
- Provide recommendations to management based on HR and administrative data and operational needs.

- Bachelor's Degree in Human Resources Management, Business Administration, Management, Education Administration, or a related field is required
- Master's Degree is preferred
- Human Resources, Administration, Office Management, or a related managerial/supervisory position for 3 to 5 years as a minimum
- Previous experience in a school, educational institution, NGO, or service-oriented organization is highly preferred.
- Demonstrated experience in recruitment, employee relations, staff performance management, and administrative operations.
- Experience supervising staff and coordinating cross-departmental activities.
- Khmer: Excellent written and spoken communication skills.
- English: Good to excellent written and spoken communication skills.
- Knowledge of Chinese is an advantage but not mandatory.
- Strong knowledge of HR principles, administrative procedures, and personnel management.
- Good understanding of recruitment, employment contracts, attendance, leave, performance appraisal, and disciplinary procedures.
