Clear Cambodia is a Christian local NGO that has been implementing the projects under the aim of water, sanitation and hygiene (WASH). The mission is to transform water quality, sanitation and health in target communities by making appropriate technology and education accessible to all. All of the work is done in collaboration with community leaders and local authorities. Clear Cambodia is currently implementing its projects in eleven provinces such as Battambang, Tboung Khmum, Prey Veng, Svay Rieng, Kampong Thom, Kampong Speu, Siem Reap, Kratie, Stung Treng, Pursat, and Ratanakiri.

Holistic Transformation Coordinator

Position Summary
Duties & Responsibilities:
  • Lead the planning, coordination, monitoring, and implementation of holistic transformation activities that strengthen community participation, local partnerships, and sustainable community development.
  • Work closely with provincial project staff to ensure holistic transformation activities are effectively integrated into WASH project implementation.
  • Coordinate field-based activities, including engaging and supporting church partners, facilitating training, planning and monitoring activities, and collaborating with local leaders and community-based organizations.
  • Establish and maintain partnerships with local leaders, church partners, and relevant stakeholders to strengthen community participation and support sustainable, community-led development.
  • Facilitate capacity-building activities for local pastors, church partners, and community stakeholders to enhance leadership, community engagement, and the sustainability of project outcomes.
  • Coordinate community engagement activities to promote positive values, hope, healthy relationships, and inclusive participation.
  • Facilitate the formation and strengthening of community groups that promote mutual learning, care, and participation.
  • Promote local ownership of community initiatives and strengthen community networks to ensure long-term sustainability beyond the project period.
  • Monitor implementation progress and document lessons learned, success stories, community outcomes, and the growth of community-based groups, including home fellowship groups.
  • Prepare regular reports on community engagement and holistic transformation results, including trainings conducted with communities and opportunities created for Gospel sharing through WASH-related activities.
  • Coordinate values-based fellowship, staff engagement, and reflection activities that strengthen the organization's values-based culture and contribute to staff well-being.
  • Support activities that promote teamwork, integrity, respect, compassion, and servant leadership among staff.
  • Assist management in organizing staff learning, reflective sessions, and well-being initiatives.
  • Contribute to a supportive and collaborative working environment and perform other tasks as assigned by the supervisor.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Good is required
Qualifications:
  • Bachelor's Degree in Social Sciences, Development Studies, Community Development, Theology, or a related field.
Skills & Knowledge:
General & Technical Skills
  • Mature personal faith and demonstrated values-based leadership in community or organizational settings.
  • Experience in church or community leadership roles is preferred.
  • Additional training in community development, leadership, facilitation, or related areas is an advantage. Functional proficiency in English (speaking and understanding required).
  • Fluency in Khmer (speaking, reading, and writing).
  • Basic computer literacy (Microsoft Office applications).
Soft Skills

Program Quality Officer

Position Circumstances

Position Summary
Duties & Responsibilities:
  • Primary reporting line will be to: Program Quality Manager
  • Regular liaison will be required with: Management team and other CC’s staff.
  • Assist the Program Quality Manager in coordinating with the field team to check and send daily and weekly data to Program Quality Manager.
  • Review daily report against Monitoring and Installation forms and weekly missed done report.
  • Coordinate with the field to troubleshoot all M&E related issues and to request for support from Program Quality Manager when required.
  • Verify GPS coordination of all water points under assigned projects.
  • Verify GPS data, review pictures of beneficiaries, and other activities photos from program teams and post or store them in the system accordingly.
  • Visit provincial project often to support data collection teams or spot check monitoring process as required by the Program Quality Manager.
  • Perform as a link between Assistant to programs, line managers and provincial staff related data collection, submission and edition.
  • Assist in improving communication with stakeholders.
  • To take minutes in the meeting on behalf of PQ Manager.
  • Support the Program Quality Manager in training of field team on M&E reporting requirements.
  • Verify GPS data, review pictures of filter’s beneficiaries submitted from programs and post or store them in the system accordingly.
  • Assist Program Quality Manager in preparing monthly, quarterly annual statistics and reports.
  • Check, edit, and clean up data submitted from field staff and make made data confirmation for PQ Manager to send monthly data confirmed from all projects in CC.
  • PQ meetings – attends weekly or monthly meetings to co-ordinate activities with PQ manager and shares issues of concern.
  • Keep all records safely.
  • Perform document translation from Khmer to English and vice versa as needed.
  • Perform other duties as requested by Program Quality Manager.

Qualifications:
  • Bachelor's Degree in English Literacy or related fields.
Work History:
  • Program Quality/M&E or related field. for 1 to 2 years
Skills & Knowledge:
General & Technical Skills
  • Strong in IT skill with ability to use information communication technology for data monitoring (e.g. MS Word, MS Excel, MS PowerPoint and Outlook)
  • Able to communication effectively in Khmer and English (written and spoken).
  • Good at numeric.
