People in Need organization was established in 1992 by a group of Czech war correspondents who were no longer satisfied with merely relaying information about ongoing conflicts and began sending out aid. It gradually became established as a professional humanitarian organization striving to provide aid in troubled regions and support adherence to human rights around the world.

PIN has been operating in Cambodia since 2008 providing development and emergency assistance in rural and urban areas, specifically in three main sectors: environmentally friendly market development for improved livelihoods, climate resilience and disaster risk reduction, as well as inclusive employment.

Under Technical and Vocational Education and Training (TVET) Program, PIN is implementing "Streamlining Aquaculture in Cambodia’s Vocational Education" project focuses on improving technical and vocational skills of young people based on current market needs. The project targets some of the main challenges in technical and vocational education in the fishery sector faces, especially outdated technical and vocational education that does not meet the requirements of the labor market; outdated methods and equipment for vocational training; and low capacities of teachers.

Objectives and Scopes of Work

Since 2023, PIN supported the Vocational Orientation Department (VOD) of the Ministry of Education, Youth and Sport (MoEYS) in developing and implementing an aquaculture and processing curriculum for grades 10–12 in two General and Technical High Schools (GTHSs). As part of this ongoing support, a feedback survey will be conducted to assess the current state of curriculum implementation at the target schools. The survey will identify key challenges, gather insights from practitioners, and provide actionable recommendations for improvement.

To facilitate this effort, the project is seeking to recruit eight (8) enumerators to support data collection aligned with the following objectives:

  • Enumerator will conduct quantitative and qualitative data collection for the feedback survey on implementation of aquaculture curriculum. This role involves interacting with teachers and students collecting necessary data, ensuring accuracy and adherence to ethical standards. 
  • Scope of Role: Reports o Field Supervisor

Location

The enumerator will conduct two GTHSs of the project target to fulfil this assignment:

  • Sihamoni GTHS in Kampong Chhnang Province
  • Kampong Chheuteal GTHS in Kampong Thom Province

Remuneration and Duration

PIN will provide the service fee 35.29 USD per day including 15% of the Withholding Tax law of Cambodia (for individual/unregistered consultant), food allowance and accommodation. PIN will deduct the Withholding Tax 15% from the total amount to pay to tax authority. Therefore, the contractor will receive a net amount 30 USD per day for service provided.

The contract length is 5 days during Jun, 30th to July, 4th 2025 based on available works, People in Need calls, and enumerator performance.

Service Expected Duration: 

Start of contract: 30th June 2025 

Completion of the work: 04th July 2025

Bidder Eligibility

  • Qualification requirements
  • Essential: 
  • Knowledge in general and technical education, or related field. 
  • Desired: Experience in carrying out fieldwork for data collection using structured interviews. 
  • At least 1 year of working experience in data collection. 
  • Strong communication and interpersonal skills are important. 
  • Ability to work independently with little supervision. 
  • Commitment to achieving targets within a given timeframe. 
  • Experience using Kob Toolbox on smartphone or tablet for data collection.  
  • Desirable: 
  • Experience working with schools and communities. 
  • Knowledge of local languages. 
  • Knowledge of interviewing techniques for data collection.
