Cambodia Microfinance Association (CMA) is a non-profit, membership-based organization established in 2004 to ensure the prosperity and sustainability of the microfinance sector in Cambodia. CMA is recognized by National Bank of Cambodia and is part of the Association of Banks in Cambodia. Currently, CMA has more than 100 members operating in 25 provinces and serving more than 2 million households.

Position Summary

Department Overview:

Operations and Membership Department is a key leadership role within the CMA, responsible for overseeing the day-to-day operations of the organization and ensuring efficient and effective delivery of programs and services. This position will report directly to the Secretary General and will work closely with the CMA team, member institutions, and external stakeholders.

Position Objective:

Head of Operations and Membership Lead the implementation of the CMA's strategic plan and operational goals. Oversee the management of all operational aspects of the organization, including Training and workshop, IT, and administration. Develop and implement efficient and effective operational processes and systems. Ensure compliance with all relevant laws, regulations, and CMA policies. Manage the CMA's budget and financial resources within department. Supervise and mentor the Operations team.

REPORTS TO: General Secretary

Duties & Responsibilities:
  • Operational Management – Membership Services and Engagement
  • Key Responsibilities
  • Develop and implement strategies to enhance member engagement and satisfaction.
  • Plan and organize networking events, including Club Meetings, CEO Meetings, and Technical Club Meetings.
  • Support and advocacy for members’ business agenda and sector priorities.
  • Represent CMA in various forums, working groups, meetings, and other stakeholder engagements to advocate for the microfinance sector.
  • Build and maintain strong relationships with key industry players, regulators, development partners, and other relevant stakeholders.
  • Key Measurements
  • Annual member satisfaction survey is conducted as planned, with identified improvement areas addressed and implemented.
  • Clubs, committees, and meetings conducted in accordance with the approved annual plan, with action points tracked and followed up.
  • Attend any event, meeting, forum, workshop, etc., assigned by the supervisor and report back the outcomes and taking action to following the association’s mandate
  • Strategic partners, key stakeholders, and potential sponsors identified, and relationships formally established and maintained.
  • Revenue / Income Generation
  • Key Responsibilities
  • Design and execute programs to generate income beyond membership fees, such as: International Exchange Tour Programs, Referral services for members, conducting training sessions and workshops, and Sponsorship raising, etc.
  • Identify and pursue new business opportunities to support the growth and sustainability of CMA.
  • Develop partnerships and collaborations with relevant stakeholders.
  • Key Measurements
  • Training and business plans developed and approved by the Committee and Board.
  • Key performance indicators (KPIs) of approved business plans achieved.
  • New business proposals developed and lead teams to execute approved initiatives effectively.
  • New Qualified trainers and speakers identified, and successfully recruited to execute CMA’s business plans.
  • Revenue generated meets or exceeds the approved plan.
  • Expenses managed efficiently and effectively in line with approved budgets.

  • Key Responsibilities
  • Training Needs Analysis—Conduct assessments to identify the training needs of CMA members and staff.
  • Analyse gaps and develop tailored training programs to address these needs.
  • Program Design and Delivery: Design and develop short courses, workshops, and training sessions. Ensure the content is relevant, up-to-date, and meets the needs of the participants. Deliver training programs effectively, utilizing various methods and technologies.
  • Event Management: Plan and organize events such as forums, workshops, and the annual general assembly. Coordinate logistics, speakers, and materials to ensure successful events.
  • Evaluation and Improvement: Monitor and evaluate the effectiveness of training programs. Gather feedback from participants and make necessary improvements.
  • Training needs assessments completed and documented.
  • Number and quality of training programs delivered align with the annual plan.
  • Participant satisfaction and learning outcomes measured and reported.
  • Improvements incorporated based on training evaluations and feedback.
  • Strategic Planning, Leadership, and Team Management
  • Administration and Procurement
  • Lead and manage teams responsible for administration and procurement to effectively support CMA’s operational activities.
  • Ensure administrative and procurement processes are efficient, compliant, and aligned with organizational needs.
  • Human Resource Management
  • Supporting recruitment and onboarding, and provide staff capacity building and performance management.
  • Ensure effective internal controls and policy design—ensure and maintain organizational policy and procedure reviewed and updated.
  • Leadership and Performance Oversight
  • Ensure operational teams perform effectively in line with agreed plans, targets, and performance indicators.
  • Monitor staff performance and implementation of capacity development initiatives, ensuring continuous improvement.
  • Promote accountability, coordination, and a performance-oriented work culture.
