The Institut Pasteur du Cambodge (IPC) is a Cambodian non-for-profit research institution established in 1953, IPC is today a scientific research establishment declared of public utility placed under the high patronage of the Ministry of Health of the Kingdom of Cambodia and under the responsibility of the Institute Pasteur on the scientific and technical levels. The IPC is a member of the Pasteur Network, which brings together 33 institutes present on five continents. It shares the Pasteurian values and the ethical charter to which the Pasteur Institutes are bound. The IPC has more than 300 employees, including about 30 expatriates of 22 nationalities and includes 6 research units. It carries out research activities in health biology, public health and service activities (Medical Biology Laboratory, vaccinations and water and food analyses) and training.

The Institut Pasteur du Cambodge (IPC) is seeking a qualified and experienced Head of Financial Controlling reporting directly to the Chief Financial Officer (CFO).

Head of Financial Controlling

Position Summary

As the Head of Financial Controlling, you will oversee the financial planning, reporting, and analysis for our institute, ensuring transparency and compliance across public subventions and service activities. You will report directly to the CFO and lead a team of controllers, playing a key role in strategic decision-making and resource allocation.

Recruitment conditions:

  • Language: English and/or French
  • Contract: The initial contract is offered for 1 year (renewable)
  • Start Date: Available to start as soon as possible
  • Remote Work: Possibility to work remotely, subject to job role and management approval
Duties & Responsibilities:
  • Financial Planning & Analysis
  • Develop and maintain annual budgets and mid-year forecasts aligned with the institute’s scientific and operational goals.
  • Monitor and analyze financial health of the institute, providing actionable insights to the CFO and senior management.
  • Set-up units/departments P&L for monthly follow-up.
  • Develop and enhance existing ERP and reporting tools to improve efficiency, accuracy, and user experience.
  • Funding & Compliance
  • Oversee the financial administration of public subventions, ensuring compliance with grant requirements and reporting deadlines.
  • Manage the financial aspects of service activities, including pricing, contract cost tracking, and viability analysis.
  • Implement recurrent meetings with research units and service/departments heads to discuss project progress, financial needs, and resource allocation.
  • In collaboration with the Grants Office, liaise with funding agencies, auditors, and internal stakeholders to ensure compliance and transparency.
  • Team Leadership
  • Lead, mentor, and develop a team of ~3 controllers, fostering a culture of accuracy, collaboration, and continuous improvement.
  • In collaboration with Accounting, streamline financial processes and implement best practices in financial controlling. Challenge status quo and encourage a right-first-time mindset.
  • Strategic Support
  • Provide financial expertise to support strategic initiatives, investment decisions, and risk management.
  • Develop a monthly dashboard and KPIs.
  • Collaborate with units/department heads to align financial resources with research priorities and operational needs.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Finance, Accounting, Business Administration, or related field. Advanced degree or professional certification (e.g., CPA, CMA) is a plus.
Work History:
  • Experience in financial controlling, preferably in research, academic, or life sciences environment. Experience with public funding and service activities is highly desirable for 7 years
Skills & Knowledge:
General & Technical Skills
  • Proficiency in ERP systems, financial modeling, and reporting tools. Familiarity with grant management tools is a plus.
  • Advanced ability in financial modeling, forecasting, and budget scenario analysis.
  • Strong knowledge of management accounting, cost control, and financial performance measurement.
  • Solid understanding of budgeting, variance analysis, and financial statement interpretation.
  • Good understanding of Cambodian accounting standards and alignment with international financial practices (IFRS or equivalent).
Soft Skills
  • Strong analytical, communication, and leadership skills. Ability to work in a dynamic, interdisciplinary environment.
