Grants Officer

Position Summary

PURPOSE

The role of the Grants Officer is to identify and assess grant opportunities, foster relationships with trusts, foundations, and Government bodies, updating the grants register, and applying for grants using a systematic approach. The role of the Grants Officer is to secure new grant funding, and manage and report on existing grants. You will be responsible for writing grant applications, stewardship of grant funding, and writing end of funding reports. This role has a core focus on increasing income for Free To Shine and therefore securing the safety and education of girls.

The role works closely with the Funding Manager, Program team and Operations team to convert organisational priorities into fundable proposals and to ensure awarded grants are well managed from application through to acquittal.

REPORTS TO Funding Manager

HOURS Full time Monday to Friday, 8am – 5pm with a one hour lunch break.

Duties & Responsibilities:
  • Grant Prospecting and Pipeline Management
  • Identify, research and assess grant opportunities from trusts, foundations, institutional donors, corporate philanthropic bodies, and domestic and international government donors that align with Free To Shine's Strategic Plan.​
  • Maintain an up-to-date grant pipeline, including tracking deadlines, donor priorities, eligibility requirements, decision dates, and next actions in Free To Shine's record management systems.​
  • Conduct donor and opportunity due diligence, including assessment against Free To Shine's Ethical Decision Making Matrix and internal priorities.​
  • Build and maintain professional relationships with prospective and current donors to support new funding and repeat funding opportunities.​
  • Grant Writing and Submission
  • Lead the development and submission of concept notes, letters of interest, grant applications, proposals and tenders in collaboration with the Funding Manager, Program team and Operations team.​
  • Coordinate internal inputs required for applications, including program design information, implementation plans, monitoring data, budgets and supporting documentation.​
  • Develop strong, persuasive and compliant grant narratives that clearly communicate Free To Shine's model, impact, evidence and funding needs.​
  • Ensure all submissions are accurate, complete, high quality and submitted on time in line with donor requirements.​
  • Work towards agreed grant submission and income targets set with the Funding Manager.​
  • Grant Management
  • Manage a portfolio of awarded grants to ensure contractual obligations, milestones, deliverables and reporting deadlines are met.​
  • Coordinate the preparation and submission of donor reports, acquittals, variations and other grant-related communications, drawing on inputs from relevant staff.​
  • Maintain complete, accurate and audit-ready grant files, correspondence, agreements and reporting records.​
  • Monitor grant conditions and support internal teams to meet donor compliance requirements, including restricted funding conditions, timeframes and deliverables.​
  • Track reporting schedules and proactively follow up with internal contributors to ensure deadlines are met.​
  • Support donor stewardship by responding to donor queries and maintaining professional, timely communication with grant fun
  • Internal Coordination
  • Work closely with the Program and Operations team to translate project ideas, budgets, implementation plans and impact data into competitive proposals and accurate reports.​
  • Contribute to continuous improvement of grant systems, templates, calendars and workflow processes to strengthen Free To Shine's grants function.​
  • Provide regular updates to the Funding Manager on pipeline status, submissions, grant performance, risks and upcoming deadlines.​
  • Undertake other duties as reasonably required by the Funding Manager and Management team.

Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
  • Bachelor's Degree in a related field is required (International Development, Communications, Political Science, Project Management, or related discipline)
Work History:
  • Experience in grant writing, with demonstrated success developing strong grant applications for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience managing grants after award, including donor reporting, compliance tracking and funder liaison.​
  • Successful gaining of grants of $50,000+
  • Demonstrated success in achieving revenue targets. 
  • Experience managing a grant portfolio.
  • Experience working in a nonprofit, NGO or international development context is essential, especially in child protection or social work.
  • Excellent English writing, editing and verbal communication skills, with the ability to tailor messaging to different funding opportunities.​
  • Strong project coordination and time management skills, with the ability to manage multiple deadlines and competing priorities.​
  • High attention to detail and strong quality control skills, especially in reviewing donor requirements and submission documents.​
  • Strong systems orientation, including experience maintaining grant trackers, document management systems and reporting schedules.​

Human Resources and Organisation Development Officer

Position Summary

PURPOSE

The Human Resources and Organisation Development Officer is responsible for delivering efficient, compliant and values-aligned human resources services that support Free To Shine's staff, programs and organisational development. The role focuses on recruitment, onboarding, employee records, contract administration, HR systems, staff support, policy development, policy implementation and day-to-day people processes in line with Cambodian labour law and Free To Shine's internal requirements.

This position is essential in supporting the organisation’s efforts to achieve and maintain compliance with the ACFID (Australian Council for International Development) accreditation standards, ensuring professionalism, accountability, and transparency in all organisational activities.

The role also contributes to organisation development by supporting workforce planning, staff capability development, performance systems, policy improvement and initiatives that strengthen organisational culture, accountability and effectiveness.

REPORTS TO Operations Manager

Duties & Responsibilities:
  • Recruitment and Onboarding
  • Coordinate end‑to‑end recruitment for approved vacancies, including drafting or updating position descriptions, preparing advertisements, managing applications, arranging interviews and supporting selection decisions.
  • Coordinate pre‑employment screening, including reference checks, police checks, behaviour certificates and other safeguarding checks required under Free To Shine policies.
  • Prepare employment offers, contracts and onboarding documentation, ensuring all required approvals and records are complete before commencement.
  • Support induction so that all new staff understand Free To Shine’s mission, values, code of conduct, child protection, PSEAH, workplace behaviour expectations and key HR policies.
  • Organisation Development
  • Support the Operations Manager to implement activities in organisational plans that safeguard and strengthen Free To Shine’s capacity.
  • Build and maintain strong relationships with partners, stakeholders and local networks that advance organisational objectives.
  • Support workforce planning and organisation development initiatives that improve team structure, role clarity, staff capability and organisational effectiveness.

  • Human Resources (HR)
  • Strengthen HR systems, tools and processes across the employee lifecycle, including recruitment, onboarding, retention, performance management, professional development and wellbeing.
  • Review and improve HR policies and procedures to ensure compliance with Cambodian labour law, organisational standards and good practice.
  • Maintain accurate, confidential and up‑to‑date employee records, files and trackers (including leave, contacts, probation and performance schedules, contracts, training and disciplinary actions) in line with data protection standards.
  • Prepare routine HR documentation such as employment contracts, renewals, confirmation letters, employment variations and other personnel correspondence.
  • Provide timely, accurate and practical HR advice and support to managers and staff on policies, procedures, performance and other employment matters.
  • Lead and support performance management and employee relations processes, including probation and annual reviews, performance improvement processes, and grievance, disciplinary and conduct matters, in line with organisational policies, procedural fairness and Cambodian labour law.
  • Coordinate and track staff learning and development, including workforce needs assessments, annual training plans and completion of mandatory training
  • Respond to workplace health and safety incidents, hazards and breaches, ensuring prompt reporting to the Operations Manager or Country Director, appropriate follow‑up action, and audit‑ready records.
  • Track key employment milestones, support employee exit processes, and compile HR data and reports (e.g. workforce, recruitment, leave and other HR metrics) required for management, risk and compliance purposes.
  • Policy Development and compliance
  • Develop, implement and review HR policies and procedures in line with Cambodian labour law, the ACFID Code of Conduct and international best practice.
  • Identify policy gaps and draft or update policies on recruitment, safeguarding, performance management, occupational health and safety, and professional development.
  • Ensure all policies promote diversity, equity, inclusion and the wellbeing of staff and beneficiaries.
  • In collaboration with the Operations Manager, lead the communication, implementation and training related to new and updated policies.
  • Support the implementation, review and consistent application of HR policies, procedures, templates and systems across the organisation.
  • Monitor HR practices for compliance with Cambodian labour law, organisational policy requirements and relevant donor, safeguarding and accountability obligations.
  • Contribute to systems and practices that strengthen Free To Shine’s compliance with ACFID accreditation and Code of Conduct requirements, particularly in accountability, transparency, safeguarding, people management and professional standards.
  • Help ensure HR and organisation development processes reflect Free To Shine’s commitments to child protection, PSEAH, equity, inclusion, ethical conduct and safe recruitment.
  • Support internal and external audits, accreditation processes, policy reviews and organisational reporting by maintaining accessible, well‑organised HR records and evidence.
  • ACFID Accreditation
  • Support the Operations Manager to meet ACFID accreditation standards.
  • Under the guidance of the Operations Manager, prepare documentation, statements, policies and evidence against compliance indicators, verifiers and good‑practice indicators.
  • Develop and maintain accurate records and systems to support accreditation and re‑accreditation processes.
  • Support the Operations Manager in submitting evidence to attain and maintain ACFID accreditation.
  • Liaise with ACFID representatives to support compliance and stay informed about changes and good‑practice developments.
  • Risk Management
  • Support the Operations Manager to ensure identified risks are appropriately mitigated, responded to and reported.
  • Support the Operations Manager in auditing operational processes and functions for risk, and monitor the implementation of audit recommendations.
  • Assess compliance with internal policies, procedures and relevant regulations, and escalate concerns where required.
  • Other Duties as directed.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Human Resources, Organisation Development, Business Administration, Public Policy, International Development, or a related discipline
  • Postgraduate Degree is preferred
Work History:
  • At least of experience in a human resources, people and culture, organisation development or similar role, preferably in a nonprofit, NGO or international development setting for 3 years
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experience leading key HR functions (e.g. recruitment, performance management, employee relations, policy development, or learning and development), not only supporting them administratively.
  • Proven experience developing and implementing HR policies and procedures and supporting organisational or cultural change initiatives.
  • Experience working in an NGO, international development or similarly values‑driven, compliance‑focused environment; familiarity with ACFID, donor, or similar accountability frameworks is highly regarded.
  • Demonstrated experience managing sensitive employee relations matters such as grievances, disciplinary processes, under‑performance, or workplace investigations.
  • Experience coordinating or contributing to accreditation, audit, or external compliance processes (e.g. ACFID, donor audits, quality standards, or similar).
  • Experience designing, coordinating and tracking staff training, learning and development, and/or organisation‑wide capability‑building initiatives.
  • Strategic HR and OD mindset – able to connect day‑to‑day HR work with organisational strategy, culture, ACFID compliance and long‑term workforce needs.
  • Expert HR knowledge – strong understanding of recruitment, performance management, employee relations, learning and development, workforce planning and change management in an NGO context.
  • Sound legal and compliance understanding – able to interpret and apply Cambodian labour law and relevant donor/ACFID requirements in policies, contracts, investigations and daily decisions.
  • Policy development and implementation – proven ability to design, review, simplify and embed HR and safeguarding policies and procedures, and ensure consistent application across the organisation.
  • Exceptional language and writing skills – excellent English writing skills to draft clear, concise policies, procedures and guidance, and strong ability to translate content into Khmer so it is accessible to all staff.
  • Change management and organisation development – capable of supporting organisational change, strengthening structures and roles, and leading initiatives that build capability, engagement and a high‑performing culture.
Soft Skills
  • People leadership and influence – able to coach and influence managers, manage complex or sensitive staff issues, and role‑model professional, values‑aligned behaviour.
