Abt Associates seeks applications for a Grants Specialist to serve on the USAID-funded Cambodia Harvest III, a five-year project based in Phnom Penh.

The purpose of the project is to foster competitive, resilient, and inclusive agricultural market systems that provide increased jobs and income for Cambodians, especially women and youth. The project carries out much of its work through a $9 million grants fund. 

The Grants Analyst will support the Grants Manger in administering the project’s grants and ensuring compliance with USAID regulations, as well as local standards, laws, regulations, and administrative policies. The Grants Specialist will perform administrative tasks to ensure smooth disbursements of grant funds and ensure that appropriate administrative procedures are carried out effectively. The Grants Analyst will report to the Grants Manager, with technical guidance and indirect supervision from the Deputy Chief of Party.

This position will be based in Phnom Penh and will begin as soon as an appropriate candidate is identified. Applications will be reviewed on a rolling basis.

Expectations - Duties, Responsibilities
  • Under supervision from the Grants Manager, collaborate with the Grants Specialist to ensure effective and timely communications with Harvest III team members and grantees
  • Maintain the grant tracking system to monitor the timely and correct execution of all grant agreements
  • Make periodic visits to grantees to address any administrative issues and determine whether new equipment has been completely installed and is operational
  • Review grantee invoices and ensure that all payment requests are supported and justified by appropriate documentation and that deliverables have been approved by the appropriate technical staff member
  • Ensure proper filing of grant documentation, following compliance and auditing requirements
  • Oversee and ensure the successful and compliant close-out of grant activities
  • Other duties as assigned by the Chief of Party, Deputy Chief of Party, and Grants Manager
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in business administration or other relevant field
  • At least two years of experience in working in agriculture sector or administering grants, tracking project budget activities, or performing monitoring activities
  • Knowledge of and experience with USAID rules and procedures related to grants strongly preferred
  • Ability to learn and adapt quickly, and work independently
  • Ability to manage multiple simultaneous workstreams efficiently
  • Excellent organizational and time-management skills
  • Ability to set priorities and meet tight deadlines
  • Excellent organizational, interpersonal, and oral communication skills
  • Strong problem-solving and analytical skills
  • Excellent listening, written, and spoken English and Khmer
