Position Summary

Location: Phnom Penh, Cambodia or remotely

Reports to: Executive Director or designated representative

Duration of Assignment : Six months, with the possibility of extension subject to satisfactory performance, organisational needs, and funding availability.

CDRI is seeking a Grant Scouting and Resource Mobilisation Consultant to elevate its institutional capacity in tracking, mapping, and securing high-value strategic funding opportunities. The role focuses on advancing CDRI competitive edge to successfully secure large-scale regional and international grants. Working closely with CDRI's management and research teams, the consultant will identify high-value funding streams, map out donor landscapes, and actively drive the co-writing, structuring, and early-stage preparation of complex grant applications.

The consultant will also provide technical assistance, strategic writing intervention, and staff coaching to upgrade proposal development systems. This hands-on guidance toward the right funding sources—combined with targeted refinement of narrative-writing capabilities—will build CDRI's long-term capacity to secure and manage external funding through sustainable systems and institutional learning.

Scope of Work:

Over this six-month period, the consultant will report directly to the Executive Director (or designated representative) and work closely with the Senior Management team, programme leaders, researchers, and relevant support teams. The consultant will provide formal progress updates monthly and submit a final consultancy report upon completion of the assignment.

Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
  • Master's Degree in International Development, Public Policy, Development Studies, Business Administration, or a related field
Work History:
  • Grant writing, scouting, donor mapping, proposal development, and institutional resource mobilisation for 8 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Proven success in identifying and securing funding from bilateral, multilateral, philanthropic, international donors and the private sector.
  • Experience supporting social research institutes, universities, think tanks or international organisations.
  • Strong understanding of donor compliance requirements, fund landscape mapping and proposal evaluation processes.
  • Outstanding English writing, editing, and communication skills.
  • Previous experience working in Southeast Asia or the broader Asian context is highly desirable but not mandatory.
Soft Skills
  • Excellent facilitation, mentoring, and stakeholder engagement skills.

  1. Expression of Interest: A cover letter (maximum two pages) describing the consultant's understanding of the assignment, relevant expertise, and proposed approach to delivering the scope of work. This should include examples of successful grant proposals, fundraising initiatives, or similar consultancy assignments undertaken—detailing the consultant's specific role and the outcomes achieved (subject to confidentiality requirements)—as well as the consultant's availability.
  2. Financial Proposal: A proposed consultancy fee, preferably as a lump-sum amount or an hourly/daily rate, with a clear breakdown of professional fees and any anticipated reimbursable expenses. Consultants may also include information on fees charged for similar assignments as supporting evidence, where available.
  3. Level of Effort: This is a part-time individual consultancy spanning six months. Rather than a fixed hourly structure, CDRI requests applicants to propose a realistic level of effort (total consultancy hours and weekly distribution) necessary to successfully achieve the scope of work and deliverables outlined in this ToR.
  4. Curriculum Vitae (CV): An up-to-date CV highlighting relevant qualifications, technical expertise, and experience in grant writing, proposal development, and resource mobilisation. CV should also include contact details of at least referees.
