Grant Implementation Department Manager

- Grant Project Implementation
- Manage all grant projects in the department’s grant project portfolio, including educational, climate change, health, and WASH projects
- Conduct procurement process in collaboration with internal departments, ensuring compliance with organizational policies and donor regulations
- Conduct activities and events with grant project beneficiaries
- Prepare ToR and Agreements with suppliers, consultants, and partners for grant projects
- Liaise and collaborate with field managers in project target areas to ensure effective implementation and reporting of grant projects
- Oversee, conduct, and approve financial activities related to budget spending of grant project budgets
- Track and adjust grant project budgets
- Collect and upload grant project data to database and ensure that relevant departments have readily available access to grant project data
- Write monthly, bi-annual, and final reports for all grant projects and share with donors
- Liaise with government officials, school directors, and other relevant stakeholders
- Oversee, arrange and support donor teams visiting Cambodia
- Conduct small-scale need assessments in target communities for new grant projects
- Manage and support the communication with grant project donors
- Support the Fundraising and Strategic Development Manager in writing grant proposals – especially designated grants
- MEL Framework Implementation
- Manage the implementation of all MEL task for both grant projects and for community development programs in target areas
- Maintain and update community development program logframes, data collection tools and other programmatic planning documents
- Ensure that monitoring data for grant projects and community development programs is collected regularly
- Ensure regular and consistent monitoring data collection across grant projects and community development programs
- Build stakeholder understanding of monitoring procedures and requirements
- Plan and lead participatory rural appraisals, baseline studies, and impact evaluations for community development programs
- Write and submit participatory rural appraisals, baseline studies, and impact evaluation reports for community development programs
- Lead redesign workshops for community development programs
- Collaborate with stakeholders to maintain and strengthen the organization-wide MEL framework, ensuring alignment across departments and programs
- Grant Team Leadership, Communication, and Capacity Development
- Lead and delegate all task related to the scope of responsibility of the department to the Grant Implementation Department Team
- Set the vision and create a department culture conducive to maximizing the effectiveness of the Grant Implementation Department Team
- Provide guidance that enables the Grant Implementation Department Team to effectively contribute to the department’s objectives and completion of their tasks
- Ensure effective communication and planning with internal departments and field offices in order to successfully completing cross-department tasks
- Ensure the Grant Implementation Department Team is continuously improving their capabilities and maintaining a high degree of job satisfaction
- Organize regular meetings and reflection meetings with the Grant Implementation Department Team
- Conduct regular staff talks with Grant Implementation Department Team to assess and optimize performance

- Bachelor's Degree in Development Studies, Project Management, or related field
- Master's Degree is preferred
- At least in a managerial or leadership role for 2 to 3 years
- Minimum 5–7 years of experience in grant/project management in NGOs or development sector
- Strong knowledge of project implementation, donor compliance, budgeting, and reporting
- Experience in Monitoring, Evaluation, and Learning (MEL) frameworks
- Proven team leadership and capacity-building skills
- Excellent communication and stakeholder coordination skills
- Good command of English (written and spoken); Khmer required
- Strong organizational skills and ability to manage multiple projects
- Willingness to travel to field locations.
