HEKS/EPER Cambodia has been working in Cambodia since the 1980s. It currently works across parts of eight provinces in Cambodia applying a market system development approach focusing on the promotion of inclusive and sustainable agriculture, climate change resilience and more broadly livelihoods, promotion of land and natural resources governance and building an enabling environment. HEKS/EPER Cambodia is implementing programme/project through local partner organizations and with own project teams. HEKS/EPER Cambodia has grown considerably in team size and own projects implementation. HEKS/EPER Cambodia is herewith looking for Grant Finance Officer based in HEKS/EPER Office Cambodia, Phnom Penh.

The position based in HEKS Office Cambodia, Phnom Penh

Duties
  • Managing partner(s), through performing financial check/monitoring per regular basis for all partner(s) to make sure the effective use of the grant management system for the project, and ensure it is fully operating, providing the relevant grants reports and regularly updated on time including flagging risk and appropriate management action. Producing financial monitoring reports and a list of recommendations to be sent to the partners.
  • Reviewing, checking, and finalizing partner’s budgets and partners’ accounting to the financial reports.
  • Review partners quarterly financial reports. Ensuring that the partners report meet all deadlines.
  • Analyzing the information in the partners’ recordkeeping and reporting system and reporting key findings to Head of Finance.
  • Review fund request and process transfer to partners following the budget/agreement.
  • Manage correspondence and matters in regard to finance and grant management in consultation with Head of Finance and respective grant and program staff.
  • Provide technical support and feedback on financial performance of the partners, and to ensure full compliance with the organization and donor requirements.
  • Assist in Financial capacity building delivered to partners to include procurement, reporting, and compliance.
  • Assist Head of Finance (HF) in coordinating the project's grants accounting, reporting, compliance, and risk management. Support in developing and enforcing procedures that assure transparency in spending as well as implementation at partner level.
  • Assist the team in preparation and managing organization’s/donor’s or internal audits including liaison with auditors and HQ compliance staff and providing related necessary financial archiving procedures to ensure all required expenditure support documents are properly maintained and availed when required.
  • Assist HF to assess new partners with respect to their financial and administrative capabilities.
  • Assist HF to ensure that partner organizations are audited in time and in line with HEKS/EPER’ requirements. Checking the audit reports of partners and ensuring that the audit findings/recommendations are implemented within a reasonable time.
  • Ensuring that the partner organizations pay all legal, statutory, and tax-related obligations.
  • Work with Head of Finance to support in grant close for each partner organization to ensure grant compliance including documents available and filed.
  • Bookkeeping for the financial transactions (partners, operation and projects) into accounting system.
  • Assist HF in contract preparation with partner when necessary or required.
  • Perform any other duties as required.
Requirements
  • University Degree in Finance and Accounting.
  • Minimum 3 years’ relevant experience in a similar finance function with international NGOs or relevant institutions
  • Proven ability for budgeting, cash flow forecasting, and financial analysis and monitoring.
  • Excellent knowledge of all relevant national and international accounting standards.
  • Proven capability to provide support, guidance and training to internal team and partners organizations.
  • Ability to ensure that internal team and partner organizations understand and duly follow HEKS/EPER’s procedures and guidelines.
  • Previous work experience in monitoring and generating financial reports for internationally funded tenders and mandates.
  • Good knowledge of working with relevant NGO partners, local laws and obligations (labour, tax, social security, etc.).
  • Excellent computer skills (particularly Microsoft Excel and accounting software).
  • Good communication skills and conversational command of English (spoken and written).
  • Ability to work in complex environments and to ensure that deadlines are met by internal and external stakeholders (good prioritization and time management skills).

  • Willing to travel to project sites.
