Position Duration : Initial 2 years (3-month probation period) with high chance of extension
This position will be based in Phnom Penh, Cambodia and will involve occasional travel within Cambodia and internationally.
OVERALL RESPONSIBILITY
The Gender program coordinator’s overall responsibility is to work with partners to ensure APHEDA Cambodia’s women workers’ rights projects are designed, implemented monitored and reported in line with APHEDA program policies and procedures and in accordance with Cambodian laws. APHEDA policies and procedures outline its standards, approaches and are embedded with APHEDA principles. Memorandums of understanding with the Ministry of Foreign Affairs and line ministries, as well as implementation agreements with partners provide similar guidance on the standards, approaches and principles expected of APHEDA while contributing to the social and economic development within Cambodia. The position, in consultation with Cambodia Country Manager, is expected to maintain strong donor and partner relationships, assist with due diligence processes (such as capacity and risk assessments) and support project design, monitoring and evaluation processes including timely and accurate reporting to a range of stakeholders.

SPECIFIC RESPONSIBILITIES
This position will work closely with the Country Manager and relevant staff in Australia to coordinate the following projects:
- Women Worker Rights and Decent Work; and
- Rights and Dignity of Sex Workers
This project portfolio may be revised in the future.
- Project Design:
- In close collaboration with the Country Manager and International Organisers,
- Liaise and coordinate with relevant government, trade unions, INGO and NGO networks and community-based organisations relevant to the APHEDA strategic priorities of worker rights and work safety.
- Support partners with the development of project concepts and proposals related to women worker rights and dignity rights of sex worker.
- Support partners to develop and review annual activity plans and budgets.
- Project Implementation:
- Maintain effective communication and respectful relationships with trade union and NGO partners and related networks.
- Assist Country Manager in liaison and advocacy with related Ministries
- Maintain and implement APHEDA policies and procedures including program/project cycle management.
- Develop a strong understanding of donor reporting and other requirements for current projects.
- Coordinate program resources and staff, to ensure timely and good quality implementation.
- Support partner capacity building activities as identified with partners, including delivering training to partners.
- Project Monitoring, Reporting and Evaluation:
- Coordinate with partners on their timely and effective reporting to APHEDA
- Review partner reports and provide feedback to them on project implementation.
- Conduct and coordinate regular monitoring and reporting of the program and current projects.
- Prepare reports of progress and plans for APHEDA and donors for the Country Manager.
- Coordinate collection of due diligence information from partners, including partner capacity assessments and risk assessments.
- In cooperation with Country Manager and APHEDA international team, coordinate the design and delivery of mid-term and end of project evaluations for current APHEDA projects.
- Representation:
- In close consultation with Country Manager:
- Represent APHEDA at program and project related meetings and conferences.
- Represent APHEDA as contact point to project partners including trade unions and government departments.
- Assist APHEDA Australia based staff with the production of fundraising and communications materials aimed at promoting APHEDA’s work.
- Terms and conditions of employment are as per the Cambodia staff policies and procedures and Royal Cambodian Government’s Labour Code.

- English - Fluent
- Master's Degree in a relevant field (e.g., law, political science, international relations, social sciences, gender studies), or an undergraduate degree with at least two years’ experience working in the areas of women’s rights or gender
- At least experience working in a key role within an international development or non-government organization including in Project Cycle Management (needs assessment, proposal writing, implementation, due diligence, monitoring, reporting and evaluation) for 5 years
- Strong skills in relationship-building and stakeholder engagement.
- Demonstrated commitment to union values, and a good understanding of labour movement and social movement dynamics in Cambodia.
- Proficient in both Khmer and English, written and verbal communication.
- Strong skills and experience in advocacy and campaigns.
- Experience in gender equity, women rights, climate change and social inclusion approaches.
- Capable of working effectively and independently in fast paced and challenging environments, with demonstrated ability to understand and coordinate complex project activities.
- Understanding of and commitment to child protection, to gender equality, to inclusion of people with disabilities and diverse social and cultural backgrounds.
