JOB PURPOSE:
The purpose of the position is to work with project stakeholders to build capacity and support the equity of access, inclusion, and participation by communities (especially people from indigenous and ethnic groups) across the planning, and implementation of activities in the Project with the focus on gender equality, social and disability inclusion and contribute to the implementation of the MWGP GEDSI strategic Framework and Oxfam Feminist Approach.

Project Manager: Strengthening Climate Resilience in the Lower Mekong
BUDGET RESPONSIBILITY
Responsible for monitoring GEDSI allocations in the regional budget and identifying opportunities to share costs for GEDSI activities between countries.
- KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
- Core Technical:
- Provide project stakeholders with technical advice and support on gender equality, disability and social inclusion that is informed by the Oxfam Mekong Regional Water Governance GEDSI Strategic Framework, and the Oxfam Feminist Leadership for Transformative Change that guides the gender justice work.
- Facilitate partners, particularly government partners, to understand the alignment and implementation of their own gender and disability policies with the GEDSI strategy.
- Provide technical advice and identify or develop user friendly tools and practical guidelines on how GEDSI approaches, and the mapping and gender/power and vulnerability analysis can be integrated into each stage of developing climate resilience and how the use of data can be more inclusive.
- In consultation with target communities, country teams and the PMU, lead on developing a project level GEDSI Action Plan with a particular focus on disability and social inclusion for the project and identify key indicators to be included in the MEAL framework and lead on monitoring and analysis.
- Work closely with project stakeholders (and sometimes directly with partners) to provide relevant GEDSI capacity training and support that utilizes key approaches outlined in the GEDSI strategy and is suitable to the Mekong context
- Advise and ensure GEDSI and particularly disability inclusion is included in contributions by regional collaborators and any research commissioned
- Ensure that the project communication and key products are inclusive of GEDSI and identify examples of GEDSI in climate resilience that can be shared internally and externally to illustrate positive change
- Subject to standard operational procedures, make regular field visits to provide direct support in designing and delivering high quality gender and social inclusion transformative approaches. This includes approaches that advocate for women’s and disability rights, strengthens women’s and socially inclusive leadership in climate resilience and enables access and space for these groups for influencing at local and regional levels.
- Business Services
- Apply a gender and intersectional lens in developing and analysing the Project budget and advise the Project Manager of areas for concern
- Ensure GEDSI support is provided to Strengthen Climate Resilience staff and partners in all aspects of the project implementation.
- Coordinate closely with GEDSI Advisor and be a member of Oxfam Asia Gender Network to avoid duplication and provide a consistent approach to GEDSI for teams, partners, and the donor
- Build and participate in networks and collaborate with local and international organizations on GEDSI and disability inclusion and climate change and ensure learning is shared with the project partners
- Contribute to the implementation and compliance of Oxfam administrative, health, safety and security policies and frameworks.
- Representation and Relationships
- Maintain relationships and good collaboration with project partners, Oxfam coordinators and gender focal points in each Oxfam country through regular updates and monitoring meetings.
- As requested, and in collaboration with the PMU and country colleagues, brief partners (including government departments) on the GEDSI requirements including providing training and orientation
- Represent Strengthening Climate Resilience project in relevant external meetings
- Travel
- The position may require travel within the country and region for workshops, refresher training and partner monitoring visits
- Substantial knowledge and practice of major gender frameworks (UN’s and others), including (genderised) participatory frameworks such as Participatory Learning and Action (PLA), Participatory Capacities and Vulnerabilities Assessment (PVCA) and related methodology.
- Demonstrated experience in promoting GEDSI in national programs and able to identify the requirements for a regional program.
- Knowledge and experience in the management of gender, women’s transformative leadership, disability, and social inclusion programs, including current knowledge of international best practice. Specialised experience in disability inclusion would be welcome.
- Proven experience in strategic development, including taking an inclusive and practical approach that promotes meaningful participation of communities and networks from local-regional levels.
- At least eight years relevant employment experience, preferably in the region; experience working in climate change/water resources management/environment is preferred
- Solid knowledge and analytical skills related to Gender Equality, Gender Justice and Social Inclusion in programming and commitment to gender equity principles.
- Degree in development studies, natural resources management or environmental/climate change management related field
- Good written and spoken English skills with effective communication and an ability to explain GEDSI principles to stakeholders with strong cultural traditions.
- A strong team player, who works well in a multi-cultural environment, communicates readily and shares learning with colleagues, partners, beneficiaries, and officials
- Strong people and facilitation skills to work cross culturally and engage colleagues in implementing and improving practice
- Ability to work remotely and experience using virtual meeting technology across cultures and language groups
- Resilient with the ability to be self-motivated and to demonstrate initiative in achieving objectives
