The program

The Australia Cambodia Partnership for Climate Resilience (ACP4Climate) is the flagship climate investment of the Australian Government in Cambodia. Supported by the Australian Department of Foreign Affairs and Trade, ACP4Climate helps Cambodia adapt to and reduce vulnerability to climate change through improved integrated water resource management and strengthened community-based resilience. Tetra Tech International Development implements ACP4Climate in partnership with the Royal Government of Cambodia. ACP4Climate works with government, private sector, and civil society partners to strengthen national and subnational water planning, guide climate-resilient water investments, and scale inclusive and innovative solutions for climate-resilient water management. ACP4Climate works closely with women, persons with disabilities, Indigenous Peoples, and marginalised groups to ensure that they shape and benefit from improved water governance.

The role

The GEDSI Lead provides strategic and technical leadership to ensure ACP4Climate applies an intersectional, rights-based and disability-inclusive approaches across design, implementation, partnerships, monitoring and learning. The GEDSI Lead is responsible for leading the integration of Gender Equality, Disability and Social Inclusion (GEDSI) across all aspects of ACP4Climate to ensure the program delivers inclusive and equitable climate resilience outcomes. Reporting to the Team Leader and working closely with technical and operations teams, the role provides strategic and technical leadership to mainstream GEDSI considerations throughout program design, implementation, partnerships and monitoring. This role also acts as a safeguarding focal point.

The GEDSI Lead will lead development and implementation of the program’s GEDSI Strategy and Action Plan and ensure that women, persons with disabilities, Indigenous Peoples and marginalised groups meaningfully participate in and benefit from improved climate-resilient water governance. The role will also support partners to strengthen inclusive practices and ensure that program systems and activities align with DFAT policies and international best practice on gender equality, disability and social inclusion, and safeguarding.

Duties & Responsibilities:
  • Lead the development, implementation and periodic review of the program’s GEDSI Strategy and Action Plan, in close collaboration with the GEDSI Adviser.
  • Provide strategic leadership to ensure GEDSI principles are integrated across program planning, implementation, partnerships and governance processes.
  • Provide technical advice and guidance to program staff, partners and stakeholders on inclusive program design and implementation.
  • Support integration of GEDSI considerations into program grants, partnerships and technical activities.
  • Strengthen the capacity of program staff and partners through GEDSI training, mentoring and learning initiatives.
  • Act as a safeguarding focal point, supporting prevention, awareness, referral, documentation and escalation in line with organisational and donor safeguarding requirements.
  • Ensure program activities are accessible and inclusive for women, persons with disabilities, Indigenous Peoples and marginalised groups.
  • Work closely with the MERL team to integrate GEDSI indicators, data collection and analysis into monitoring, evaluation and learning systems.
  • Coordinate closely with the GEDSI Consortium and support meaningful engagement with Cambodian organisations representing women, persons with disabilities, Indigenous Peoples and other marginalised groups.
  • Promote inclusive participation in decision-making processes within program activities and governance mechanisms.
  • Provide technical inputs to program reporting, learning products and communications to demonstrate GEDSI outcomes and lessons learned
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in gender studies, social development, international development, public policy or a related field.
  • Postgraduate Degree in gender, disability inclusion or social inclusion are desirable.
Skills & Knowledge:
General & Technical Skills
  • Minimum 8–10 years’ experience working on gender equality, disability inclusion or social inclusion within development programs.
  • Demonstrated experience designing and implementing GEDSI strategies and action plans.
  • Experience supporting integration of GEDSI principles into complex development programs.
  • Experience providing technical advice and capacity building to program teams and partners.
  • Experience working with organisations representing women, persons with disabilities and marginalised communities.
  • Experience contributing to monitoring, evaluation and learning systems with a focus on GEDSI outcomes.
  • Strong knowledge of gender equality, disability inclusion and social inclusion frameworks and approaches in development programming.
  • Understanding of inclusive development and safeguarding principles including “do no harm”, accessibility and meaningful participation.
  • Familiarity with DFAT or other international donor GEDSI policies and approaches.
  • Strong analytical skills and ability to translate GEDSI concepts into practical program implementation approaches.
  • Strong communication, facilitation and training skills.
  • Ability to work collaboratively across multidisciplinary teams and support organisational learning.
  • Strong written and verbal communication skills in Khmer and English.
