Position Summary

Duty Station: Phnom Penh (details in TOR)

Contract Type: Individual Contract (International Consultant)

Duration: March - June 2026

UNFPA Cambodia CO requests the services for an international consultant to undertake an assignment in two parts: (1) the finalization of the Operational Guidance Note on One Stop Service Units (OSSU) for survivors of gender-based violence in Cambodia, and (2) the design of a training package based on the guidance note and guidelines related to OSSU operations. We seek an international professional with the requisite expertise in GBV, SRHR and medico-legal services, who is able to meet the proposed timeline. The consultant must be an expert in the health sector response to gender-based violence including experience / knowledge in forensic examination systems and processes. The person must have had experience in working in health response to GBV such as One Stop Service Units (OSSU) or other health sector-based services.

Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
  • Master's Degree in gender, social work, or related field.
Work History:
  • At least of experience in working with GBV and sexual reproductive health programme development for 5 years
Skills & Knowledge:
General & Technical Skills
  • Demonstrate strong knowledge of medico-legal procedure in Cambodia or the region. 
  • Demonstrated expertise of GBV multi-sectoral response mechanism and health response to GBV including global and regional standards for case management. Experience in health sector response to GBV essential.
  • Expert knowledge of national policies and legal frameworks on GBV with a proven understanding of existing national and subnational data on GBV.
  • Experience working in or familiarity with the Cambodia context or in South Asia required.
  • Proven experience in designing high-quality training packages on GBV for national governments, aligning with the practical needs of local context and international standards. 
  • Experience in working collaboratively with local experts in providing capacity building to the national government. 
  • Excellent English language skills.
