The Fund Development & Communication Manager leads national fundraising and communication efforts to support the organization’s 2026–2028 strategic priorities. The role oversees donor relations, institutional fundraising, corporate partnerships, grant acquisition, brand development, and public communication. The manager ensures that all fundraising and communication activities advance SOS Cambodia’s shift to community-based care, expansion of Family Strengthening Programs, and development of social enterprises. The position is reported directly to the National Director. Sh/he works closely with the Deputy National Director (DND), Program Manager, Project/Provincial Program Manager, Operation Manager, Finance, HR department, and PSA partners.
- Resource Mobilization Strategy
- Lead the development and implementation of an annual fundraising plan aligned with the NSP 2026–2028.
- Identify and pursue funding opportunities from institutional donors, foundations, embassies, UN agencies, INGOs, and private sector partners.
- Strengthen donor diversification to reduce dependence on PSAs
- Grant Acquisition & Management
- Prepare and submit high-quality concept notes, proposals, budgets, and donor reports.
- Coordinate with program teams to ensure proposals reflect community-based care, youth development, family strengthening, climate resilience, and social enterprise goals.
- Oversee grant compliance, contract management, and reporting schedules.
- Corporate Partnerships & Philanthropy
- Build long-term relationships with national and international companies.
- Develop CSR packages, sponsorship models, workplace giving, and cause-related marketing opportunities.
- Manage major donor cultivation and stewardship plans.
- Social Enterprise Support
- Work with the Social Enterprise Manager to position new initiatives (e.g., Kampot, Prey Veng, Ratanak Kiri feasibility studies) for donors and investors.
- Produce investment briefs and promotional materials.
- Communication & Branding
- Communication Strategy
- Lead the national communication strategy and annual communication calendar.
- Strengthen SOS Cambodia’s digital presence on websites, social media, and public platforms.
- Ensure all communication aligns with the global SOS brand and safeguarding standards.
- Media & Public Relations
- Manage relationships with media outlets, journalists, influencers, and communication partners.
- Prepare press releases, talking points, crisis communication notes, and public statements.
- Support high-level events, national campaigns, advocacy days, and youth engagement activities.
- Content Production
- Oversee production of stories, videos, newsletters, reports, and communication materials.
- Lead ethical storytelling practices and consent procedures.
- Highlight impact stories from community-based care, family strengthening, and youth programs.
- Internal Communication
- Support ND and DND to strengthen staff communication and organizational visibility.
- Ensure communication materials for PSAs meet quality and branding expectations.
- Donor Relations & Stewardship
- Maintain a donor CRM system for tracking prospects, contributions, and engagement.
- Ensure timely donor reporting and appreciation communications.
- Coordinate donor visits to program locations with a focus on safety, transparency, and alignment with safeguarding rules.
- Leadership & Coordination
- Supervise the Fundraising and Communication team members.
- Facilitate fundraising and branding capacity-building for program teams.
- Work closely with PSAs (Sweden, Denmark, Hong Kong, etc.) to coordinate global fundraising initiatives.
- Participate in national management team meetings when required.

- Working Relationships

- Reports directly to the National Director (ND).
- Works closely with the Deputy National Director on strategic fundraising priorities and visibility.
- Collaborates with Program Manager, Project/Program Manager, and M&E teams to develop proposals, track results, and produce donor reports.
- Coordinate with the Finance Department on budgeting, grant compliance, and financial reporting.
- Works with the HR&OD team on staff communication, branding requirements, and internal culture-building initiatives.
- Supports the Social Enterprise Manager on investor engagement, promotional materials, and resource mobilization for new initiatives.
- Supervises fundraising and communication team members and provides ongoing guidance.
- External
- Maintains regular communication with Program Support Associations (PSAs), including SOS Sweden, SOS Denmark, SOS Hong Kong, and others.
- Builds and maintains relationships with donors, embassies, foundations, UN agencies, INGOs, and private sector partners.
- Engages with media outlets, journalists, communication partners, and event organizers for visibility and advocacy.
- Coordinates with government counterparts when needed, especially on communication, events, and donor visits.
- Works with consultants, creative agencies, designers, and content producers as required.
- Child Safeguarding Responsibilities
- Adhere to SOS Child & Youth Safeguarding Policy and Code of Conduct.
- Report any suspected safeguarding risks immediately.
- Ensure all HR & payroll processes uphold safeguarding standards, especially regarding safe
- Bachelor's Degree in Communications, marketing, international development, business, or a related field.
- Master's Degree is preferred
- At least 5–7 years of experience in fundraising, resource mobilization, donor relations, communication, or marketing.
- Proven record of securing grants from institutional donors, embassies, or international NGOs.
- Strong experience in communication, branding, media relations, and digital content.
- Experience working with child-focused or community development organizations is an advantage.
- Experience leading teams.
- Strong writing skills for proposals, reports, and communication materials.
- Ability to build and maintain donor and partner relationships.
