FSP Officer (1 Position)

Position Summary

Reports to : Village Director

JOB SUMMARY

FSP Officer is responsible for supporting community events and relief efforts to assist beneficiary with their needs, providing them resources, and facilitating lifestyle programs. She/he coordinates with participants, suppliers, and sponsors for funding and promotions. She/he also manages the budgeting and allocation of resources for the programs, ensuring that the activities adhere to the Government’s regulations and community benefits. She/he must have good communication and organizational skills, especially in writing progress reports and transactions.

Expectations - Duties, Responsibilities
  • Leads the development of family strengthening programmes of location in accordance with program objectives and the organizational mission, policies and strategies.
  • Assists to develop programme proposals and budgets and identifies partner organisations.
  • Leads the development of outreach program and plans in cooperation with Direct Supervisor with agreed plans and objectives.
  • Documents and shares good practices and lessons learned with colleagues to support organisational learning;
  • Explains about the program to local authorities in where it would be affected and to people in the community, who can be helpful to establish the program and also the children’s family in community.
  • Builds good contacts with family and children, in an appropriate attitude with them in order to develop good relationship.
  • Learns about the backgrounds, the situation of the family and also about the problem of children, and causes and coordinates solution for the children, family in needs, disease affected and other trauma sensitivity, malnutrition, abuse, etc.
  • Provides advice to the family to improve security and comfort of child’s health, nutrition and caring.
  • Monitors/coaches and technically supports children’s families in community for better knowledge improvement.
  • Concentrates on the family development plan (FDP) of each family, checks and collects data with compilation files
  • Motivates and dynamically works as a team with children’s families in communities.
  • Ensures implementation of simple and effective financial and administrative procedures, in accordance with defined policies;
  • Conducts regular meetings with Shelf Help Group (SHGs) members and follow up.
  • Mobilizes the resources in community for encouraging self-help group creation.
  • Follows the development of outreach programme of location and ensuring target numbers and participant groups are reached, and that agreed timelines are adhered to;
  • Coordinates an annual review of outreach plans and programmes, and coordinates external impact evaluations as required;
  • Uses software platforms and systems, including PDB2, RBM and ProDiGi, but not limited to review and monitoring plan, execute and report on work progress and achievements; and provides regular reports to Village Director
  • Fully supports efforts led by Village Director to create effective integration project locations and across departmental functional areas.
  • Performs other duties and responsibilities as requested with an appropriate sense of humour, positive and professional attitude, and team spirit.
Requirements - Skills, Qualifications, Experience
  • Qualification & Experience:
  • University Degree in the social development or other related fields (Management, education etc.)
  • A minimum of 1 year of related experiences with NGOs, or private sectors.
  • Ability to motivate youth and manage behavioural problems effectively with ethnic minorities
  • Ability to plan in writing and implement quality outreach program
  • Good knowledge of development of family livelihood, community involvement in the village and community development work.
  • Time and energy to devote to the project, a desire to continue learning in the project areas, and ability to share decision making and responsibility with our target beneficiaries/families
  • Good in MS Office such as Word, Excel, PowerPoint
  • Good facilitation, diligent and interpersonal skills
  • Good in spoken and written English and Khmer is a must.
  • Willingness to work overtime, on weekend and travel to target provinces and communities
  • Good interpersonal skills, good teamwork, especially good at creating ideas with students to develop in school.
  • Proven track record of achieving results.

Youth Leader (2 Positions)

Position Summary

Duty Location : 01Battambang and 01 Siem Reap Province

Department : Program

JOB SUMMARY

A Youth Leader is responsible for accompanying young people to grow up in a secure way through guiding on their individual development plan toward an independent life. He works as a coach guiding young people, accompanies them through their career life, and contributes to the quality of youth care. Together with young people, the youth leader creates a great and safe environment where young people can grow, develop life skills, employability skills, and vocational skills in order to reach self-reliance and be able to be responsible for themselves in society. He works within the framework of SOS Children’s Villages organization standards and guidelines and the child rights-based approach.

Expectations - Duties, Responsibilities
  • Supports in the transitioning process of young people from SOS Family Like Care to the youth care programme;
  • Coordinates and oversees all phases of youth planning, especially to develop and identify sense of self-worth and individual development plan;
  • Creates a secure and safe environment for and with young people, and actively interested in the young people’s school life, and extra-curricular activities, and motivates them to make necessary changes in order to empower young people to actively participate in making decisions that directly affect their lives through social skills;
  • Builds up emotional bonds and stability with young people under care;
  • Provides individual guidance, counselling and emotional support as a main care person;
  • Consolidates the young people's training of household skills to enable them to autonomously keep a hygienic and homely living environment.
  • Supports identifying relevant courses/training and encourages participation, and also prepares the young people for autonomously finding a job and supports in establishing contacts with local companies;
  • Supports young people seeking health care services;
  • Assists young people to establish and maintain a secure financial situation;
  • Supports in leading young people through the transitioning process from a youth facility to semi-independent and independent life.
  • Responsible to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children/young people from all forms of abuse, abandonment, exploitation, violence, and discrimination.
  • Ensures strong focus on Child Safeguarding prevention by organizing informal and formal discussions, workshops, and other capacity buildings activities for young people to make them understand CS risks and protection mechanisms;
  • Responsible for reporting any CS suspicion, concern, allegation, or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the CS team at programme level, and/or respective line manager, and/or National Child Safeguarding focal person.
  • Supports the young people in administration issues and ensures that all daily administrative routines in the youth facility/youth care programme are carried out;
  • Demonstrates responsibility for all properties and facilities of the youth care programme;
  • Fosters and participates in teamwork and cooperation with other youth care co-workers.
  • Produce reports such as weekly, monthly, and on ad-hoc manner when required to the village director.
  • Facilitates or participate in any meetings/training organized within the village related to educational programs by instruction from the village director, attend staff meetings where project development and youth treatment issues are addressed.

  • Able to stay at the youth house/ small group home with youths 24 hours

Child Safeguarding Officer (1 Position)

Position Summary

Reports to : Village Director

Duty Location : Kampot Province

Department : Program

JOB SUMMARY

The role of Child Safeguarding Officer is to mitigate the existing of child safeguarding risk for children and youth who are directed care and supported by SOS Children’s Villages Cambodia. Child Safeguarding Officer undertakes Child Safeguarding activities related to raising awareness on child protection policy, preventing possible risk of children, reporting on CS concerns, and responding to all reported CS incidents.

Expectations - Duties, Responsibilities
  • Raises awareness of the Child and Youth Safeguarding Policy and Prevents and protects children / young people from all forms of abuse, abandonment, exploitation, violence, and discrimination in the SOS Children’s Villages and target community.
  • Provide awareness to children and youth of the children’s right, forms of abuse, and how to protect themselves.
  • Provides capacity building and coaching for children and youth and co-workers regarding child safeguarding implementation.
  • Provide orientation to new staff regarding child and youth safeguarding policy and code of conduct during his/her first month.
  • Work with partners / stakeholders, school director, and relevant local authorities to conduct a child risk assessment, safety map, action plan, and implementation.
  • Works closely with the team to help children and young people’s emotions, motivation, and solving issues.
  • Ensure any CS concern or incident is responded to, followed up, documented, and reported to the national level until it is closed.
  • Ensure the reporting channels and IEC materials are in place and regularly informs all co-workers and children and young to improve reporting mechanisms and child safeguarding.
  • Conducts home visit regularly to strengthen a relationship and prevent possible risks that might happen in the family house.
  • Identifies mental health specialists and external stakeholders to provide counseling to children and youth who are affected by trauma.
  • Collaborate with CCWC to provide positive parental skills and other relevant training to the target community.
  • Prepares monthly action plan to build the capacities of co-worker, children young peoples and families to recognize signs of abuse and how to prevent it.
  • Shares experience and lessons learned with the evidence to the team and supervisor.
  • Collaborates with team to ensure effective data collection.
  • Organizes and archives the data according to the monitoring standards.
  • Monitors children under the direct care of SOS and shares the information with the responsible team.
  • Provides monthly, quarterly, and annual reports to the village director and national child safeguarding coordinator.
  • Ensure timely implementation of budgeted activities in addition to budget tracking and control.
  • Any other take assigned by the supervisor or by the request of National CS as and when required.
  • Collaborates with partners and local authorities to support mental health services to the affected families by trauma.
  • Builds relationship with other services provider, DoSVY, MoSVY, CCWC, partner NGOs, community members, and local authorities in problem-solving issues regarding child-safeguarding incidents.
Requirements - Skills, Qualifications, Experience
  • Qualification & Experience:
  • Bachelor’s degree in Social Work, Law, or other related fields.
  • At least 3 years of experience in safeguarding, child protection, gender-based violence (GBV), or PSEAH within an international development, NGO, or government setting.
  • Computer literacy in MS Word, Excel, Power Point, Email, and Internet.
  • Good written and spoken English and Khmer language and the ability to communication clearly and concisely.
  • Good knowledge of children’s issues, children rights analysis and community involvement
  • Experience in policy implementation, compliance monitoring, and risk assessments.
  • Demonstrated ability to train and build capacity among staff and partners.
  • Experience handling safeguarding incidents with confidentiality and ethical sensitivity.
  • Strong stakeholder engagement skills with government agencies, NGOs, development and private sector partners
  • Team player with good communication skills and analytical ability.
