Partners for Development in Action (PfDA) is a local non-profit organization. PfDA was registered on September 14, 2017 with the Ministry of Interior with reference letter No. 5192. PfDA is to take legal action in communities and non-governmental organizations. PfDA's program focuses on providing opportunities for the poorest Cambodians, especially the most vulnerable women and children, to lead dignified lives. This is the universal objective and aspiration of humanity, regardless of race, color, sex, or religion. PfDA works with values of transparency, accountability, solidarity, and cooperation. Currently, PfDA is operating in Koh Kong, Pursat, and Kampot Provinces. The partnership receives funding from ActionAid Cambodia (AAC) for the basic local rights program (LRP), which supports fishing communities and Community Protected Areas (CPA) in order to improve the quality of education and school life skills programs in Koh Kong province. PfDA is set to revise its strategic plan for the upcoming five-year period from 2025 to 2029.

PfDA is actively looking for qualified professionals to act as independent consultants tasked with creating a new strategy document that reflects the evolving landscape in Cambodia. The consultants will also be responsible for identifying strategic options that align with both programmatic and organizational priorities as well as Agriculture, NRM, Education, and Health.

Position Summary

Budget amount 3000.00 $ including withholding 15%

Objectives of the 2025-2029 strategic planning:

Main purpose of respond:

  • Research existing information on national plans, plans of relevant ministries and policies, current strategic plans of partner organizations, progress reports, and donor monitoring and follow-up reports.
  • Consultation workshops will be conducted to collect feedback on the strategic plan from communities, local authorities, organizations, and relevant departments.

Size of the study:

  • The consultant will work with PfDA in the following locations as one province, 3 districts, 12 Communes, 48 Villages of PFDA target area.
  • The consultant will collaborate with PfDA in designated locations. It is essential to adhere to the specified language when crafting responses and to consider any relevant modifiers without explicitly mentioning them. Responses should be structured in paragraphs, avoiding list formats, and should be concise and formal in style.
  • The strategic planning process will begin on June 1 and end on August 30, 2025.
Requirements - Skills, Qualifications, Experience
  • Qualifications of an independent consultant:
  • Experience in strategic planning with various NGOs and INGOs at list 3 years
  • A certificate confirming the attainment of a Bachelor's or Master's degree in a relevant field is required.
