We are a leading organisation for the implementation of international development projects. We unleash the potential of private initiative to foster sustainable development and shared prosperity in developing and emerging economies.

Swisscontact Cambodia is co-implementing with Khmer Enterprise, the Enhancing Entrepreneurial Ecosystems and Investment (3Ei) project that aims to support the mobilization of impact-investing capital and create an environment to support small and growing businesses (SGBs)1 to generate social and environmental impact. With five core pillars, including collaboration, entrepreneurship and innovation, service facility for blended finance, data and mentorship, 3Ei seeks to support the strengthening of the entrepreneurial ecosystem and enhance coordination for more effective and efficient systems. 3Ei is jointly funded by Khmer Enterprise, the Swiss Agency for Development and Cooperation (SDC), and Korea International Cooperation Agency (KOICA).

EIS provides investment readiness and post-investment TA for SGBs through a pool of vetted consultants. The investment readiness TA is designed to support SGBs as they work to become investment ready and assist investors in building pipelines. The post-investment TA provides business support to SGBs who receive investment funds. This business support is meant to help mitigate risks for investors and support more successful growth forces.

To support us in the project activities we are looking for a motivated consulting firm or individual consultant to support technical on food processing.

Summary

Responsibility:

  • Task 1: Production & Operations Optimization
  • Assess current production processes, facility layout, and equipment utilization.
  • Identify inefficiencies in drying, syrup processing, brining, and overall workflow.
  • Recommend improvements to increase yield, consistency, and operational efficiency.
  • Support setup and optimization of machinery for scalable production.
  • Task 2: Product R&D and Innovation
  • Review and improve formulations for key products (dried fruits, fruits in syrup, fruit-based innovations).
  • Support development of new value-added products aligned with international market demand.
  • Provide technical guidance on shelf-life, texture, and product stability.
  • Assist in pilot testing and product standardization.
  • Task 3: Quality Assurance & Food Safety Systems
  • Evaluate existing QA/QC processes and food safety practices.
  • Strengthen systems to meet international export standards (HACCP, ISO, FDA compliance).
  • Develop SOPs for consistent product quality and traceability.
  • Recommend practical testing protocols and quality control checkpoints.
  • Task 4: Innovation & Growth Strategy
  • Advise on strategic product portfolio expansion based on market trends.
  • Identify high-potential product categories for export markets.
  • Support integration of R&D into business growth strategy.
  • Provide recommendations for scaling production alongside innovation.
  • Task 5: Implementation Roadmap & Capacity Building
  • Develop a practical implementation plan with clear milestones (6–12 months).
  • Define KPIs for production efficiency, product quality, and R&D success.
  • Provide hands-on coaching and knowledge transfer to Navita’s team.
  • Ensure solutions are practical and applicable within the local operational context.

Eligibility

  • Bachelor’s or Master’s degree in Food Science, Food Technology, Agro-Processing, Industrial Engineering, or related fields.
  • Minimum 7 years of experience in food processing, agro-industry, or manufacturing optimization.
  • Proven experience in product development (R&D) and/or food processing systems.
  • Strong understanding of food safety standards (HACCP, GMP, export compliance).
  • Experience working with SMEs or scaling production environments is highly preferred.
  • Practical, hands-on approach with the ability to implement solutions on-site.
  • Strong analytical and problem-solving skills.
  • Excellent communication skills in English (Khmer is a plus).
