Financial Monitoring Consultant for Cambodia

Scope of work
The Financial Monitoring Consultant (FMC) for Cambodia shall conduct financial monitoring by performing systematic verification and checking of all recorded expenses and all the books of accounts being maintained for the projects such as, but not limited to the General Journal, General Ledger, Cash Receipt Journal, Cash Disbursement Journal Voucher:
- Check, verify and assess 60% of all the original receipts or proof of payments and supporting documents to ensure that these are acceptable and accurate (including bids and quotations; contracts of service, attendance sheets, among others) of projects funded with Regional/Emergency Funds (Regular/Emergency Projects), with budgets that are less than € 100.000 (regardless of project duration).
- Check, verify and assess 100% of all the original receipts or proof of payments and supporting documents to ensure that these are acceptable and accurate (including bids and quotations; contracts of service, attendance sheets, among others) of projects co-financed by BMZ and ensure that:

Deliverables
- Financial Check & Monitoring
- Conduct periodic financial checks of project accounts (monthly/quarterly as agreed).
- Verify accuracy of financial records against supporting documentation.
- Ensure compliance with donor requirements, organizational policies, and local regulations.
- Reporting & Documentation
- Produce concise financial monitoring reports with findings, risks, and recommendations [use the attached template] and submit to TDH as per the agreed schedule.
- Communication & Coordination
- Maintain regular communication with the Country Coordinator
Eligibility
- Priority Qualification:
- Education: a degree in Finance, Accounting, or financial management or accounting related fields
- Experience: relevant experience as a financial adviser, or controller or similar role. The special requirement is the experience in managing, and/or handling projects funded by (BMZ) or similar institutional donors such as the EU.
- Skills:
- Good knowledge of financial management;
- Excellent analytical skills, along with ability to create detailed reports and spreadsheet;
- Attention to details
- Able to work within tight deadlines and has strong communication skills.
- Can work with minimal supervision and exhibits good interpersonal skills
- Knowledge on ethical standards in reporting issues related to children will be an asset.
